CANEY. KANS.. Cl 1RONTCLE: "Faced with a fiscal deficit of
almost $560 million. Governor Ronald Reagan of California
w ants total reform of the welfare system. He wants to split wel-
fare recipients into two categories: Actual pensioners who need
and deserve help, and the jobless who are employable. 'The
aged and disabled are in truth pensioners—they should receive
tlieir checks through an automated process similar to Social
Security, ' Reagan said. Tire others would go into job training
and job replacement services or into a public work force to
make California a better place in w hich to live. What's wrong
with a deal like that?"
