indebtedness. A city’s credit, reflected in the price
of its bonds, is largely determined by the amount of
its unpaid issues. Anyway a city can keep down the
bonded indebtedness and yet get what it wants,
leaves the way clear to vote bonds for some future
need.

the way.it can accomplish the most with the least
amount of money and by letting the proprty owners
make individual arrangements with the paving con-
tractor, the work of improving the town goes ahead
without a bond issue and its accompanying talk of
unfairness in the selection of the streets to be paved.
Under such a system any street can be paved
with any type of paving.
