New Braunsfels man
found dead at local motel
Shown above is Yoakum Area Engineer, Brian C. Schoenemann, P.E.
speaking to a group of local merchants at Jan. 9 meeting.
The Yoakum Police De-
partment responded to a
reported deceased person
at the Budget Host La Man-
cha Inn, located at 606 S US
Hwy 77A on Sunday, Jan. 7
at about 3:06 p.m.
A motel cleaning person
discovered the body while
cleaning rooms.
The person was identified
as Otto Larry Haschke 54
years old from New Braun-
fels.
Autopsy was order by
Judge Bill Robinson Justice
of the Peace Pct 2 DeWitt
County.
Results of the autop-
sy showed suicide. A rifle
was recovered in the motel
room.
It is unknown why Haschke
was in Yoakum.
Faced with the decision to
finance the proposed County
Annex, the Commissioners
voted 3-2 to go with Certifi-
cates of Obligation in their
regular meeting on Monday,
Jan. 8.
The Court was faced with
the decision to vote for Cer-
tificates of Obligation (CO),
a decision that would allow
the county to sell bonds to
local financing institutions
or General Obligation Bonds
(GO) which would give the
taxpayer the opportunity to
have a vote on the financing
of the project.
A vote in favor of CO’s
would allow the Annex proj-
ect to move at a faster pace
and the county could issue
bonds as early as Feb 12.
A vote in favor of GO’s
would mean a delay in the
project until the election
in May and could possibly
increase the cost of the proj-
ect.
Commissioners Dennis W
Kocian and David Wagner,
and Judge Ronald Leek voted
for Certificates of Obligation
while Commissioners Charles
Netardus and Mark Zimmer-

TxDOT meeting held over
re-construcion of underpass
selected to coincide with the
summer vacation period of
the Yoakum Independent
School District.
During construction, the
underpass will be closed to
through traffic.Through traf-
fic will be detoured around
the city of Yoakum via Farm-
to-Market Road (FM) 318,
FM 3475 and US 77A. Local
traffic will be allowed to
utilize existing city streets
to avoid this area.
The project will be phased
to expedite the construction
of the underpass and Lott
Street.
Upon completion of this
initial phase, local traffic
will be allowed to utilize
the underpass and the Lott
Street/SH 111 intersection.
The final phase of the proj-
ect will be the re-construc-
tion of SH 111 between Lott
and Irvine Streets.
For more information
concerning this proposed
project, please contact the
Yoakum Area Engineer,
Brian C. Schoenemann. P.E.,
at 361-293-4378.
The Texas Department
of Transportation (TxDOT)
held a public meeting on
Tuesday, Jan. 9 at the Dis-
trict Complex Training Cen-
ter in Yoakum.
This meeting was held to
discuss the proposed under-
pass rehabilitation project
consisting of removing and
replacing the existing con-
crete pavement, storm sewer
and sidewalk on State high-
way (SH) 111 between Ken-
nedy and Irvine Streets.
The estimated cost of
these proposed improve-
ments is $2.2 million.
The original underpass
on SH 111 was built by
TxDOT in 1937 at a cost of
$166,607 which consisted of
constructing the retaining
walls, concrete pavement,
nine railroad crossings and
two city street crossings.
Construction of the pro-
posed project is scheduled
to start on May 29 and is
anticipated to be completed
within 12 weeks. The start
date and methods of con-
struction w'ere intentionally
man felt a General Obligation
election would be the best
approach.
“My vote. I think, reflects
the majority feeling — I've
done a lot of study on both
sides of the issue and I feel it
is in the best interest for the
county,” said Leek.
“We formed a committee
to study and they did an ex-
cellent job — 1 voted mv con
science and I hope everyone
will respect that decision,”
said Wagner explaining his
vote.
“This is a tough decision,
right now, but is best for the
county — with everyday that
goes by it's costing the taxpay-
ers,” said Kocian.
Prior to voting. Netardus
read a statement explaining
his vote by saying he does not
want to alienate the people
that want to vote on financing
this project.
Netardus said CD's seem so
easy, but a petition of five per-
cent of the registered voters
(750 of the 14.500 registered
voters I would mean that many
people would most likely vote
against a bond issue.
