Government officials are required to publish their intentions in
the newspaper - including their intent to build a facility down the
street that you might not want. But that could change.
Some politicians want to bury public notices on little seen, rarely
visited government websites. Don’t let government put you in the
dark. Public notices should be published by the newspaper.

Board of Regents Chair Mike
Pyburn said the new rating is
a result of sound planning and
growth in the ACC district.
“We are pleased that a grow-

and build up the college’s reserve
fund, have led Fitch to upgrade
the bond rating,” he said. “As a

Samuel Paschal Wilson Jr.,
72, returned to his Lord on Sun-
day, Jan. 1, 2017, in the Philip-
pines, after having lived a full
life serving others in his home
state of Texas and across the
world. He is and will continue
to be greatly missed by his fam-
ily and many friends and col-
leagues.
Sam was born Jan. 12, 1944,
in Alvin, Texas. In addition to
being a loving family man and
friend to many, he was a teacher,
preacher, farmer and small-busi-
ness owner. Sam earned a Bach-
elor of Arts degree from Baylor
University, a master’s degree
from Southwest Texas State
University and a doctoral degree
from North Texas State Univer-
sity. He spent the majority of his
career teaching political science
and history in small Christian
colleges. He also was a college
tennis coach and taught abroad
through a program with the U.S.
Department of Defense. Most
recently, he was an owner of
a number of businesses in the
Philippines and served as a pro-
fessor of International Politics at
Qag University in Adana, Tur-
key. Through Sam’s teaching
and mentoring, he helped oth-
ers find their passions and fulfill
their dreams.
Sam lived all over Texas and
throughout the world. Sam and
Betty Ann Wilson had their
first child abroad, in Monter-
rey, Mexico, while serving as
missionaries. Within Texas,
Sam lived in San Antonio, San
Marcos, Abilene, Denton, San
Angelo, Brownwood and Dun-
canville. He also lived in Hill-
sdale, Michigan, and a number
of cities in Europe. For the last
20 years, Sam divided his time
between Texas, Turkey and the
Philippines. His travels reflected
his openness to life’s experienc-
es. As Sam put it, “If I have not
done it, it is because I did not
want to or had not thought of it.”
Sam loved his God, his family
and a good laugh. As the dad ev-
ery father aspires to be, Sam dis-

smoker and even hid the habit
from the public and from his
children so they wouldn’t take
ACC gets bond rating
upgrade from firm
Alvin Community College’s
bond rating was upgraded to AA
recently by financial informa-
tion services firm Fitch Ratings.
The financial rating was up-
graded due to many factors in-
cluding revenue levels and sta-
ble operations.
“Ample revenue-raising abil-
ity, solid expenditure control,
and a sound operating cushion
provide the district with a high
level of fundamental financial
flexibility throughout the eco-
nomic cycle,” according to the
Fitch report. “Management an-
ticipates maintaining structural
balance and modestly positive
operations after a period of fis-
cal pressure.”
Fitch also reported a strong
financial outlook for ACC’s fu-
ture.
“Further economic and tax
base gains appear likely to Fitch
given the area’s ongoing hous-
ing development, growth in the
1948 with a degree in sociology.

5. While King is remembered
as an enthralling public speaker,
he actually scored poorly in pub-
lic speaking during his first year
at seminary. He received a “C”
in the class, but earned straight
“As” by his final year.
6. King was a “Star Trek” fan.
He convinced actress Nichelle
Nichols, who played the role of
“Uhura” on the show, to con-
tinue working with the series.
Nichols was considering leav-
ing, but King told her she was
breaking boundaries by playing
a character who didn’t conform
to black stereotypes.
7. King narrowly escaped an
assassination attempt on Sept.
20, 1958. On that day, King was
in Harlem signing copies of his
new book, “Stride Toward Free-
dom,” when he was approached
by a woman who stabbed him
with a letter opener. He barely
survived.
8. King’s speech in Memphis
in April 1968 may have proph-
esied his death. Speaking to
an audience at Mason Temple
Church, King said, “Like any-
body, I would like to live a long
life. Longevity has its place. But
I’m not concerned about that
now - I’ve seen the Promised
Land . I may not get there with
you. But I want you to know to-
night, that we, as a people, will
get to the Promised Land.”
9. King’s birthday is now
observed as a national holiday
in the United States. President
Ronald Reagan signed the bill
in 1983. The only other Ameri-
can to earn this honor is George
Washington.
