Bill 3 gives districts the ability
to earn and keep more money
from local property taxes and
quadruples the amount allocated
to fast growth districts to build
and equip new instructional
facilities to $100 million per
year.
Giving school districts the
resources to meet the demands
of growing student populations
is a critical component of House
Bill 3, Thompson said.
School finance and property
tax reform are the top two
priorities for the 86th Texas
Legislature, and both have been
declared emergency items by
Gov. Greg Abbott.

Livestock Show & Rodeo helped
him decide to stay in Texas for
college. Becker said it was a
great honor and the first time he
has ridden a horse since high
school.

who represents Alvin and
Manvel in the House,
co-authored legislation meant to
transform school finance in
Texas.
House Bill 3 was filed in the
House last week.
"I'm proud of the work the
Texas House is doing this
session to address public
education in this state," said
Thompson. "Improving public
education has been a top priority
of mine since I was elected in
2012, and I'm honored to be a
part of the solution. House Bill 3
is the result of years of research,
and I'm looking forward to
seeing this much-needed reform
come to fruition."
In a press release Thompson
distributed, he said House Bill 3
invests $9 billion above
enrollment growth and current
law entitlement toward student
achievement, teacher quality
and property tax reform and will
put more money nto Texas
classrooms than ever before. It
represents the first major rewrite
of the state's public school
finance system undertaken
without threat of a court order.
Thompson also noted that the
Texas Plan benefits all students,
school districts and classrooms,
especially the fast growth school
districts in District 29. House
The city of Liverpool is
officially without a fire
department.
During a meeting Monday,
Brazoria County Emergency
Services District No. 3 cancelled
its contract with the Liverpool
Volunteer Fire Department after
the department lost its 501(c)(3)
status in the wake of years of
unfiled taxes during the tenure
of former treasurer Kelly Gabel,
who is now under indictment for
embezzlement and
misappropriation of department
funds and is scheduled for trial
April 1.
The ESD canceled the contract
on the basis that the contract
specifies the Liverpool Volunteer
Fire Department as a nonprofit
corporation, a status it has lost.
Brian Owens, administrative
director for the ESD, believes it
will be very difficult because
this is the second time the
department has lost its status. It
was briefly lost in 2010 due to a
paperwork error. Liverpool Fire
Chief Joshua Morris asked the
ESD to allow the department a
maximum of four months to
restore its nonprofit status with
the IRS. Morris believes given
the special circumstance, the
IRS will be willing to restore the

approved SB 18, which seeks
to protect freedom of
expression on college
campuses.
Authored by Sen. Joan
Huffman, the legislation would
establish a uniform, statewide
standard for free expression on
campus and reaffirms the
state's commitment to free
speech.
