Southern Committee outstanding
State Representative Lynn
Nabers of Brownwood has
been named to membership on
a committee comprised of
legislators from 15 southern
states by Speaker of the House
Bill Clayton.
Clayton has asked Nabers to
serve on the Criminal Justice
Committee of the Southern
Legislative Conference (SLC),
the regional arm of the
national Council of State
Governments.
The SLC is an organization
of legislators from across the
South. It provides a forum for
state legislators to discuss
issues with counterparts from
other states and to act in
harmqny in matters affecting
all the states.
The committee is composed
of legislators who are experts
in their fields. They meet to
identify and study key
problem areas and inform all
of the states in the region of
methods of approaching
problems common to all
states.

legislators to take back to their
respective bodies the results of
the studies for consideration
and appropriate action.
“The combined efforts of
legislators from states with
common interests to solve
problems and provide new
methods of coping with press-

This will cause a movement of
people from these rural areas
resulting in fewer children per
school district.
3. The economic impact is
obvious, but the loss of the
peanut program would touch
almost everyone in this area in
some way. The loss of a tax
base can jeopardize the
stability of many rural
communities-but even more,
the loss of young, energetic
farmers (the first to go) with
school age children would
likely mean the end for many
small rural schools, churches,
etc. All the possible sociologi-
cal upheavals must be consid-
ered by policy makers-
upheavals caused by the
disappearance of some already
struggling, borderline schools,
churches, and towns.
4. Because of perishability,
peanuts require an orderly
marketing system to avoid a
boom and bust situation and
provide the price stability that
can benefit both producer and
consumer. Peanut producers
have and appear likely to
continue to be willing to go
along with production controls
to keep an orderly marketing
system involving acreage
controls and price supports-a
program that has worked well
in the past at a relatively low
level of Treasury cost.
I hope that some of my
comments can help you
evaluate the consequences of
changing the peanut program.

Stenholm in Washington to
report the results of his
findings concerning peanuts.
The letter reads as follows:
Dear Congressman
Stenholm:
As I informed you last year,
1 have been studying the
economic impact on this area
of changes in the peanut
program. The purpose of this
letter is (1) to indicate that my
findings concerning the
economic impacts of possible
program changes generally
agree with the statements and
releases made by the National
Peanut Growers Group and (2)
to add some observations as to
why I am offering my un-
solicited support for the legis-
lative position of the National
Peanut Growers Group. As
someone with a strong interest
in the agricultural sector of
this area, I am concerned
about the survival of and the
viability of the economy as
well as the “way of life’*
enjoyed by those in this area.
The purpose of my remarks
is to attempt to add to the
statements of the Peanut
Growers as they have stated
and defended their position
concerning the 1981 Farm Bill.
The points that I would like for
you to consider in your efforts
to work for the Peanut Pro-
ducers and the people of your
district include the following:
1. Peanut production in this
area would be discontinued
completely within the next 2 or
3 years if the government
production control and price
support program were phased
out. '
2. If the traditional peanut
program including acreage
allotments and production
controls is discontinued, there
will be a rapid shift of
resources into the production
of other agricultural products
with a significant waste of
productive resources (highly
specialized equipment, highly
specialized marketing system,
and the valuable experience
and- - training in growing
peanuts), in interviews with
growers, researchers, and
others 1 confirmed the fact that
there is no alternative crop
that can be grown in this area
which will support nearly as
many people per acre as
peanuts. This will result in the
land, labor, and capital now
employed in peanut pro-
duction being shifted into the
production of less intensive
crops. This means that the
amount of land necessary to
support a family will be
increased significantly, result-
ing in much larger farms,
fewer people per acre, and
fewer jobs for everyone as the
