for future use, after the wastes are
removed in a reprocessing plant. A
large commercial reprocessing plant

The mandatory reductions
were the result of the Omnibus
Reconciliation Act signed by
President Reagan in August
The Act created more
restrictive eligibility
requirements for both food
stamps and AFDC, thereby
reducing the numbers of
partiripanta in the pmgromu
Marlin W. Johnston
commissioner of the Texas
Department of Human
Rescoorces said the tighter
eligibility requirements will
reduce the AFDC program
from Its present 339,513
participants to 294,479.
Benefits will fall
correspondingly about $9
million annually, from $1317
million to $123.7 million.
Before Wednesday, there
were 1^90450 Texans eligible
for food stamps, Johnston
said. The new eligibility
requirements will reduce that
number to 1435,093. The food
stamp program bad been
putting $728.9 million annually
into the Texas economy. This
fall to $890.5 million, the
commissioner said, for a
reduction of 08.4 million.
The new eligibility
standards for AFDC dictate
that a family becomes
ineligible if tto groes income
