A newspaper has the right to refuse advertising if he
wants to, which will come as news to some of our rea-
ders. Elisha Hanson, of the American Newspaper Pub-
lishers Association, has this to say about it:
“Any and all newspaper publishers have the right,
and not only the right but the obligation, to determine
the contents of their publications.
“Adverising is nothing more or less than informa-
tion about goods, services, or ideas of one who Is willing
to pay to have that information printed.
“In one respect that it is paid for, it differs from
news or features. Now, just as you select news and fea-
tures which you think are of interest to your readers and
without any outside pressure or influence whatever, so
you should select your advertising. You have the hight to
accept or reject any advertising, by whomsoever prof-
fered, as long as your decision is your own decision and
not a decision reached after conference with others who
may be interested in the subject for their own selfish
benefit. I will give you one illustration.
“Let us say In our city the moving picture operators
object to the fact that a newspaper carries advertising
from an out-door movie some ten or fifteen miles away,
just about halfway between it and another city of similar
size. The publisher agrees with his local moving picture
operators not to carry the advertising of the outdoor
movie. By that very agreement, he violates the law.
“In many localities, retail merchants object, partic-
ularly if they are close to large cities, to having mer-
chants in large cities advertise in the local newspaper.
Again, it is a question for the sole determination of the
publisher. If he determines it Is in the interest of his
community, and particularly in the interest of his own
enterprise, not to carry that advertising, he can reject it.
“On the other hand, if he rejects it because of pres-
sure brought by his local advertisers, and finally says he
won’t carry it, he is violating the law.
“Another question is this: When a publisher rejects
advertising, does he have to give any reason? Absolutely
not. It Is his business. He doesn’t have to account to any-
body for what news he prints, or what news he throws
into the waste basket as it comes over the wire, or as
turned in by his own reporters. k
