Those opposing view this as a
loss of local control. That opinion
is shared by many school dis-
tricts. What is good for one dis-
trict may not be good for another
district, i.e. larger cities versus the
more rural districts. Carthage and
Beckville applied for and
received waivers to start the
school year before September.
Both districts have already set the

The Fresh Water Board is
lowering the lake to ready for an
engineer’s report on the condi-
tion of the dam and spillway.
The board says it already knows
what the report is going to say.
The reason for starting to lower
the lake now is that if they wait
for the report there won’t be
time this year to make the
repairs. The repairs have to be
made in the summer when rains
are less frequent, and the work
can be done. Completion time

Carthage Independent School
District superintendent Reba
Allison said that if they do get a
bill that demands a later start date,
the new date realistically could
not begin until next year. "Too
many schools have already
approved their 2005-2006 calen-
dars years,” she said.
Another side to the issue is
that the actual instruction time is
the same no matter the start date.
In starting early, more holidays
were added to the school calen-
dar.
Allison added, “We believe the
calendar should be a local
choice; if a district is willing to
begin in August, it should be an
individual district decision. Local Elaine P. McPherson photo

“It is not a great problem for
our for kids to come to school in
August. It let’s us finish the
semester before Christmas. If we
go until June 7, it would be
impossible for any of our students
or teachers to attend summer
school classes. So, even if the bill
does say we must begin school
Texas schools continue to
dominate the news, from finance in September, both districts will
issdes to starting dates. Election
, year promises of finance reform
haven’t produced a solution that
pleases many Texas taxpayers.
The latest hot topic is “when is
the best time for school to start?”
And as with most issues, it
depends on whom you talk with
as to which time is best.
The Texas House and Senate
approved bills, HB2 and HB3 and
the senate companion bill, that
would require all Texas schools to
start on the first Tuesday after i
Labor Day and finish by June 7.
The supporters of this plan say
shifting and compressing the
school year would save Texans
hundreds of millions of dollars. i
According to Comptroller i
Carole Keeton Strayhorn the most I
common start date has been i

nesses are losing $790 million i
annually because the school term
has gotten two weeks longer over
the past five decades. That esti-
mate includes lost wages for stu-
dents and teachers who could
work for two more weeks during
the summer and $392 million in
lost income for tourist destina-
tions. One other reason the propo-
nents favor the shorter year is a _ _
savings in utility costs ftffffil1 con- ~ earlier, we will have to compress
the calendar down to allow the
teachers and students to attend
summer school the first of June.
