Dear Truett,
I thank you very much for the copy of the recommendations
made by the Governor on the reorganization of the Insur-
ance Commission. I have gone over these recommendations
thoroughly, and, while I do agree with him that obviously
there are some shortcomings in the organization of the In-
surance Commission, I am not at all certain that the pro-
posals he is making would do anything but further complicate.
I have noted that John Osorio, the newly appointed Life Com-
missioner, has asked for an immediate study of the Depart-
ment by the Texas Research League. This, to me, makes
sense. It is an organization which could go into all the
problems of the Department, ferret out the inadequacies,
and make recommendations which would probably correct
the matter. In fact, I would be perfectly willing to be bound
by whatever recommendations the Texas Research League
came up with, and I would imagine ,that Osorio and the other
Commissioners would as well.
You are familiar with the ramifications of the Insurance Com-
mission, and you probably would join me in being unable to
imagine any one executive head of the three departments
which would adequately administer Fire, Casualty, and Life.
I agree that the Department should be operated as a unit and
not separately, but I do not believe that a part-time commis-
sion and an executive head can do it. I sincerely hope that
this recommendation can be forestalled until a full and complete
study is made of the matter and corrective steps taken which
we have good assurance and more than a reasonable doubt
that the changes offered would work,
