Prior to this year our property valuation increased at an annual rate of approximately $1,
332,000. This year the valuation was increased $6,607,000 by calling most of the property in
rural areas “suburban” and increasing the valuation twice to four times the valuation of pre-
vious years, although this rural property valuation had been increased substantially in the four
previous years. This drastic increase certainly has seriously hurt the retired people and those
living off the agricultural income, and is beginning to affect the sale of rural property.
If the issue is voted in, we can expect an average increase of valuation of around $4,000,000.
Where is it coming from? We cannot expect new buildings to increase that much. Look at
the record of increase from 1959 to 1966. During these years Burleson was experiencing its
best building years. It simply means that all of our property valuation must be increased,
with property other than rural coming in for sharp increases.
Let’s not issue the school board a blank check. For if we do, they can increase the valuation,
the percent of valuation, and even the rate. There is no recourse to their decisions, except
to our district or higher courts, and that always does great harm to a school system.
Rather, let’s insist on our present administration tightening their belts and making every
effort to live within a reasonable income. Make better use of our present buildings by using more
areas for class rooms that are presently used only part time. What about using our buildings
full time in place of three-fourth time, as is presently done?
The most important thing of our nation, the training of the minds and bodies of our children,
is on a stop-and-go basis. It is a concept carried over into our jet age, from the slow speed of
the nineteenth century. Our administration is talking about new methods. Why not try that
new one? Perhaps that will increase the efficiency of our school at little extra cost.
We favor the best schools and the best training possible, but, let us do it without going wild
in our spending on school buildings and the athletic plant. Buildings do not make a good school.
Good teachers working with concerned children and parents will make a great Burleson School,
whose scholastic records stand out.
Defeat this $4,000,000 bond issue, but let all Of us, the trustees, the school administration,
and the tax payers work together to build the best school possible, in a sound, practical and
economical way.

2-BURLESON STAR-Thursday, December 14, 1967
We invite your careful consideration of the following facts concerning the proposed $4,000,000
school bond election:
The school board is asking you to give them authority to issue this amount to be used in the
next five years. At the same time, they say that bonds cannot be issued in excess of 10% of
the property valuation of school taxes.
There is now a bond indebtedness of $1,408,665. Now, add $4,000,000 more and we will arrive
at a total of $5,400,000. However, in that time the bond indebtedness should be reduced by $900,
000 to :$l,Q00,000, leaving around $4,500,000 bonds. Since they must have 10 times this property
valuation, we would have a $45,000,000 district valuation, double that of this year. Where will
this increase come from, even if there are no other school cost increases?
Let us look at the property tax valuation for the past nine years:
