army, surrendered at Santiago. The
vearels which are to be used for this pur-
pose are now on the way to Santiago,
and. barring accidents, they are expected
to arrive there in about one week, when
the troop* will be embarked aa rap-

of the other competitors for the trans-
portation contract required until Sept
1 to accomplish the embarkation, which,

reached Washington of a recent procla-
mation in which Blanco made known to
Spsniah people of Cuba that Spain,
through the intervention at foreign
powers, Ind been forced to rite disgrace-
ful issue of string for peace, and that
there would be no more war and no fur-
ther use for soldiers.
He offered a pardon to all Cuban polit-
ical prisoners and more than 150 were
released in Havana.
Havana, be says, will be given over to
Americans and Cubans and the Span-
iards will he forced to evacuate.
Blanco assures the soldiers and all
Spanish residenta who wish to return to
