CITIZENS NATIONAL BANK OMENTDEPOSIARY ABILENE, TEXAS MALCOLM M MEEK PRECSDENT K June 5, 1959 Honorable Truett Latimer House of Representatives Austin, Texas Dear Mr. Latimer: I have just received a copy of House Bill 6 which is the Escheat Bill and, while I have not had time to read it, I am familiar with the amendments that have been discussed in the newspaper, and I can't see how it has been changed one particle because the whole concept of this program is wrong. It is wrong, as I pointed out in a letter that I mailed to you yesterday before receiving a copy of the new Bill, because you can't confiscate private property and agree to hold it in trust for the rightful owner and at the same time use the money to cover an over- draft, or the deficit created by spending more than you have. I can't understand why a large number of the legislators as well as other state officials are so opposed to a general sales tax. The public is prepared for such a tax and will readily accept it - and it will answer all the problems and will reach everyone, as it should. But it seems that the same crowd is determined to put the burden on a few, such as corporations and individuals, which drives business from the state rather than bring it in, since corporations and many indivi- duals are already burdened with income and other taxes that they must pay. Whereas, a general sales tax is just what it says - it is general and reaches everyone and hurts no one, and I believe if just a little investigating were done along this line you would find that the public is prepared for it and expects it.
