ment, Texas receives maximum
participation.
This is money actually paid in
by sportsmen on the purchase of
guns, ammunition and fishing
equipment. It is collected by the
government and apportioned with
a formula devised by the U.S.
Fish and Wildlife Service.
Out of the total distributed dur-
ing a recent two-year period,
some $14,000,000 went for wildlife
work and about $6,000,000 for
fisheries, Texas was one of four
states receiving the maximum
$695,100 for wildlife and $276,200
for fisheries. Others were Alaska,
California and Minnesota.
When the program was initiated

This increase is just one indica-
tion of the growth of hunting and
fishing as a participation sport.
Federal money is matched on
the basis of 75 percent Federal to
25 percent State.
Texas, for the most part, has
been able to use its entire ap-
portionment in providing for bet-
ter hunting and fishing. As a re-
sult Texas today has an outstand-
ing wildlife and fisheries pro-
gram, under'the direction of bio-
logists of the Parks and Wildlife
Commission.
This has been largely respon-
sible for the tremendous come-
back of wildlife in Texas, and
for providing the best fishing the
state has ever known.
Basically it also has provided
for a great deal of research
which doesn't always appear on
the surface.
But what is evident is the won-
derful expansion program in man-
agement areas.
Today these management areas
are scattered widely over the
state.
For instance, in the Big Bend
County of West Texas the P&W
Commission owns and operates
something like 100.000 acres of
deer country. 11 is bordered on
one side by the Big Bend Nation-
al Park and on the other .side by
the Rio Grande.
Here wildlife is managed by
the best known practices. In this
connection each year a number
of Texas sportsmen get free
hunts, permitting them to take
I off the surplus game and keep
the wildlife in balance.
Landowners in the area, watch-
ing progress of the managenj.ent

in their plan of operation. As a
result. West Texas today has
more and better deer than at
anytime in this eenturyy.
Another ol these projects is in
Kerr County. Here, for nearly ten
vears, hundreds of Texas hunters
have had the privilege of free

Down on the Texas coast, at
Big Hill Bayou near Port Arthur,
and at Sheldon, just out of I lous-

Great strides in lishery man-
agement have been made parti-
cularly in tlu; eradication
rough fish. A number of impound

ments. through selective kills,
have been able to up-grade their
fishing.
It must be icmemhered that
Texas has no large natural lakes.
Every major lake in Texas is the
result of a dam across some
stream. Many of these arc in I cn-
tral and West l'exas, where, a
few years back they v.ve prac-
tically devoid of game lish.
In fact, some historians say
that black bass were not found
west of the Colorado until the -
present century. This is easy to
believe because there was no
water to support them.
Now there arc new and larger
developments 'ii East Texas. So
the whole state is benefiting.
Parents Must
Accompany
Child to Court
A little publicized provision of
(lie State's new traffic safety law
requires that one or both parents
ol juvenile traffic offenders ap-
pear in open court with the youth-
ful law breakers.
The law. which became offer,
live August '•'« states that
juveniles can plead guilty only in
open court before the judgt and
that parents or guardians must
he present before the teen is con-
victed or lined.
"In today's busy world it is dif-
ficult for many well-meaning par-
ents to keep up with the actions
of their teen age children. This
provision of the new law should
benefit conscientious parents and
their youngsters," Russell H.
Perry, President, Association of
Texas Fire & Casualty Compan-
ies said when commenting on this
phase of the new traffic laws.
"Up until now." Mr. Perry add-
ed, "teens could be arrested and
fined without the parents know-
ledge. Teens could and did build
terrible driving records. In many
cases, the parents could have
called a half to the dangerous
driving; if only they had known
what was going on."
Mr. Perry also pointed out that
ihe driving records of all mem-
bers of a family effect auto
insurance rate under the Texas
Driving Insurance Plan.
'"A bad driver, either young or
old, male or female can cause a
family's insurance rates to climb.
M least under this new law. par-
ents will have an opportunity to
do something about their teen age
children's driving habits.
"By knowing w h e n their
youngsters are arrested for traffic
violations, parents will be able to
put corrective measures into ac-
tion. Perhaps they will be able
to keep their children out of fur-
ther trouble. Certainly, they will
be able to keep their insurance
rates at the lowest possible lev-
el," Mr, Perry concluded.
