the night before? I, for one, am
very unhappy at this treatment of
Mrs. Shaw. She has not been
treated well by this board of direc-
tors!
These board members are rec-
ommended by the different taxing
entities, such as, the City of
Carthage, Carthage independent
School District, Beckville Indepen-
dent School District, etc. We all
have the right to express our opin-
ions to the individuals choosing
these board members and I encour-
age you to do so.
Let me end by stating that I have
no property on Lake Murvaul, but I
am a taxpayer in this community. I
know that I would not want to pay
taxes on property that I did not own
would you? We should at least de-
mand the rights of these individuals
to have their day in court-all the
way to the Supreme Court, if it is
their desire. We would want no less
for ourselves.

In reading these board minutes,
I was very sad and troubled to dis-
cover that Mrs. Nettie Shaw has
been asked to leave the Appraisal
Review Board. At The Appraisal
Review Board meeting, Mrs. Shaw
was asked if she would be willing
to serve a third term and she an-
swered, yes and was sworn in.
Then at the Panola County Ap-
praisal District board meeting the
very next night, it was decided not
to change the local law to coincide
with the new state allowing three
consecutive terms, therefore elimi-
nating Mrs. Shaw from the Ap-
praisal Review Board. Three men
have been approved to be on this
board. Now, isn't this coincidental?
Mrs. Shaw, who has voted for the
Lake Murvaul residents is removed
from this board-replaced by three
men. How has this been accorti-

P After reading the articles on the
anola County Appraisal District's
„ desire to tax leasehold property on
Brake Murvaul and our tax dollars
having been spent suing the Dis-
■ trict's own Appraisal Review
Board, 1 decided to make some in-
quiries and do some research. Dur-
ing my initial conversation with
Mr. Pepper, that was not well re-
' reived, he informed me that the
"truth" was in his board meetings
and board minutes. Whenever I
went by to read these minutes, 1
was treated very rudely and not <
given access to these records which
is allowed under the Texas Open
^Records Act, Article 6252-17a. I
{contacted Mr. Jerry Hanszen, a
board member, and he stepped in
and made these records available to
me. I want to thank him for his
lime and assistance with this matter
’’at this time.
; While reviewing these records, I
'find that there are still questions to
lie answered and this matter needs
to be allowed to go through the ap-
peal's process of our court system.
-But after iny conversation with Mr.
Pepper, I find that he and some
members of this board of director's
are trying to prevent this appeal.
Mr. Pepper said that he did not
want to spend anymore of my tax
dollars, but he did not hesitate to
spend approximately $12,208 of
our tax dollars suing his own Ap-
praisal Review Board whenever
they disagreed with him. Am I
missing something here? Why have
a review board, if you do not intend
to abide by their rulings? Attempt-
• ing to withhold funds from the
ARB's budget for legal expenses in
order for them to pursue their legal
rights raises many questions. Mr.
Pepper kept calling the residents of
Lake Murvaul ''whiners''. Are we
"whiners" whenever we exercise
our legal rights as citizens of the
state of Texas and the United States
of America? If so, then I want to be
included in this category. After sit-
ting for two hours with Mr. Pepper,
I was amazed at his hostility to-
ward these people. What a sad
