able to take over much of the case
load from the district courts
Discussing the county's surplus
fund balances, the retired judge
noled state law prohibits counties
from operating at a deficit and
therefore to be financially healthy,
commissioner's court must main-
tain a surplus
Wyatt also pointed out much of the
surplus at the end of 1986 was 1987
taxes collected during November
and December — which cannot
legally be spent until the 1987 budget
year begins
