Voters in August of last year approved a 3 percent charge in
their telephone bills. The average of 27< per month per
customer to pay for the system now faces a possible raise in
their costs. The public at the tinle of last years election was
told that the 27« will pay for the system. Now is appears the
cost will exceed all expectations.
In the meeting in October in the Colony one board member for
the system said the board has asked its attorney to check with
the Attorney Generals Office to see if the rate could be raised
from 3 percent to it limit of 6 percent of the base bill of the
customer.
Board member Oliver Stephans was quoted as saying there is
no case law showing it to be illegal to raise the rate without
another election. However, it would be a rather risky move to
put it to the voters, because earlier promised are so far off. If
the voters disapproved it might be the end of the Emergency
number. \
County Commissiondr Sandy Jacobs was the one to push the
county into the system) She is on the board and played the
mayor role In selecting the board members. The costs
increases arose from estimates presented by General
Telephone and Southwestern Bell that double the amount the
911 district has to pay. GTE presented two options to the
board, on costing $33,590 per month, plus an estimated one
time start up of $1.1 million. Southwestern Bell had another
plan that would cost the district $43,538 with a one time
charge of $949,743.
The board (911 board managers) took no action and voted to
hire a firm of consultants from Irving to try to find ways to cut
costs. The firm of PSA Associates will be paid $10,000 as
consultants until the Emergency System is in business.
Randy Corbin, chairman of the Board and fire chief from
Lewisville was quofed a saying the board needs advice. The
GTE and Southwestern Bell figures are not all of the cost as
four other telephone companies must be involved because their
service portions of the area and each of these companies will
charge the district and the cost of administering the system
still has to be added into the
cost. If the telephone
customer has not noticed,
their telephone bill already
has been adding the 27< per
month charge although
services is still way dov<p the
road.
Jacobs and others assured
the County Commissioners
last year that the 27< would
maintain the system. Other
counties that have adopted
the 911 Emergency system
and also where the system is
now in place are getting
mixed reviews on the service.
One Dallas County Police
Department has already
alleged it has not Improved
response time, but others
have reported it would appear
that even the doubling of cost
will not fund the system
