A Banker's Viewpoint....
In a gesture apparently designed to please President-
Elect Carter, Russia has freed a religious activist from
a mental hospital.
Quiet a bit of fanfare was made over the event.
The celebration obviously wasn't joined by an estimated
300 other Russian thinkers, writers and activists still
held in such "hospitals" for the crime of expressing
themselves about policies of their government.
During his campaign for president. Carter spoke
out for human rights in the Soviet Union. That accounts
for the Russian gesture. We don't imagine Mr. Carter
will be taken in by it.
He is aware, of course, that a routine Russian
method of dealing with Communism's critics is to
declare them insane and commit them to a "mental
hospital". While there the dissidents' brains can be
destroyed with drugs so that they come out as unthink-
ing mental vegetables.
Whether or not this fiendish job had been complet-
ed when Edward Fedotov was released is unknown to
the outside world. Russia is signally reluctant to report
on such unsavory affairs.
Also unknown is exactly how many others remain
in Russian "hospitals" getting the treatment that
Fedotov has escaped. The figure of 300 given above is
merely a guess, made by the very few former prisoners
who, for one reason or another, have been freed.
So Russia's release of one man is not nearly as
significant as the fact that he, like many others, was
incarcerated in the first plac< for the crime of think-
ing - nothing else.
There is nothing that President Carter, or anybody,
can do about Russian cruelties to their own people.
But we do hope, and believe, that in diplomatic dealings
with the Soviets, Mr. Carter and his subordinates will
keep in mind this:
A government that resorts to animal cruelty in
keep its own people in subjection certainly can't be
trusted in its dealings abroad.
We know Mr. Carter knows these things We just
want to assure him that virtually all the rest of the
American people know it too.
We believe tn this country end its people Like the
writer* of our Constitution, we believe that the strength and
the real intelligence of government originates with the people
So we urge *11 our citizens, here and elsewhere, to do our
part-keep up with public issues and send our opinions about
them to our elected representatives.
