New York, (N. Y., May 27.—The Pre-ss
says: One of the most interesting prepa-
rations for the outfitting of the Manila
expedition has just been announced. The
government has purchased 250,009 Mexican
silver dollars, which Gen. Merritt will
take along to defray the expenses of the
expedition. This amount is not expected
to last long, but more will be sent him
from time to time.
By purchasing Mexican dollars a great
saving is made. It is possible to obtain
Mexican d’ollars at 46 cents each, thus ob-
taining for one American dollar two Mex-
ican ones and leaving 8 cents over toward
the purchase of a third. In other words
Uncle Sam was able to buy 250,000 Mexican

Naval Experts Not Agreed as to the
Wisdom of Cervera.
New York, N. Y., May 27.—A dispatch to
the Herald from Paris says: Now that the
fact of the presence of Admiral Cervera’s
squadron in the bay of Santiago is es-
tablished experts are busy studying the
problem as to what will be the probable
result if he is attacked.
In general Cervera is thought to have
scored a point and to have acted pru-
dentially and wisely in shutting himself in
the bay. Marie Landy, in the Figaro,
may be taken as representing the opin-
ions of most of the naval officers here.
He says this morning:
“Spain’s only poP v is to prolong the
war without giving a chance for decisive
battle until the orders for victory are all
complete. He is safe in the harbor and
compels his adversaries to maintain a
strict blockade—that is to say, be con-
tinually on the alert in all weathers, to
use his coal, weary his men and wear out
his engines and boilers. Finally he gives
Admiral Camara time to cross the Atlan-
tic either to join forces with him or attack
another point, in which case part of the
forces blockading Santiago will have to
be called away.
M. Landy considers the possibility of
the Americans trying to cut out Cervera,
but thinks the operation so dangerous a
one that it is hardly likely it will be at-

Schley’s Fleet Is Swift Enough to Over-
take the Spaniards.
Key West Fla., 9.05 a. m., May 26.—To-
night naval men say that Commodore
SchUey is probably lying off Santiago de ■
Cuba harbor with the Spanish fleet im-
prisoned inside. It is known thait the
Spanish fleet has war supplies for Havana,
and that that city is the objective' point-
Every movement of Admiral Cervera hag
shown this.
While it would be improper to analyze
the composition of the fleerts, it may ba
said that Commodore Schley’s squadron:
is still a fast moving one and is believed ta
be speedy enough to overtake the Span-
iards in a race, in view of the present con^
dition of their flotilla, and that the Ameri-
can scouting boats patrol the seas and!
would never permit the Spaniards to get
out of sight again.
The imprisonment of Spain’s fleet would'
practically end Spain’s naval efforts and
most of the American vessels could ba
detailed for operations against the land!
defenses. The blockade of Havana has
not been weakened' by reason of massing
so many vessels into two great fleets. In-
deed, these fleets are so handled that theyj
are still blockading Havana effectually.

tempted. The sum total of his opinion is
that Spain has no reason to be downcast
over the turn taken in the conduct of the
war.
The Gaulois, on the other hand, thinks
Cervera is in a dangerous position. "He
is,” it says, “shut up until the day he
chooses to give battle. This can not be
long postponed, as his presence at Havana
will become a necessity to prevent the
disembarkment of the American expedi-
tion. In any case, victory will not be BO
easily won as Dewey’s ■was.
“Besides this, Cervera is supported by-
good forts and batteries. Cervera’s suc-
cess, then, will depend upon his skill and
the marksmanship of his artillerymen.”

In the Philippines a Mexican dollar will
buy more than an American dollar,
that the expenses of Gen. Merritt’s ex-
pedition after it once lands in Manila will
be less than one-half what they would
otherwise be. As to the soldiers, they will
fare excellently under this arrangement,
for they will, of course, be paid, accord1-
ing to law, American money.
The paymaster will give each soldier two
Mexican dollars for every American dol-
lar due him on pay day.
Eight thousand cork helmets have been
sent from the Philadelphia hat depot to
San Francisco. They are for the Philip-
pine expeditions. The depot quartermas-
ter here opened bids for IQ,000 additional
helmets. The helmets are to be made of
cork, which renders them light and water-
proof. The firm of Charles Levy’s Sons
was the lowest bidder, offering to' furnish
the 10,000 at $1.25 apiece and to deliver
them at the rate of 4000 a week.
The contract will be awarded to this
firm if the quartermaster general does not
succeed’ in making cheaper arrangements
with a Chinese firm in Hong Kong. The
quartermaster general has cabled to this
Chinese firm and expects an answer at
once. If they have the helmets there
they can, of courset furnish them much
cheaper and without the trouble and de-
lay of long transportation. Chinese hel-
mets are made of pith, a woody substance,
a good substitute for cork.
In connection with Gen. Merritt taking
a large quantity of money along with him
to Manila, It is interesting to know that
he will be quite removed there from offi-
cial supervision. His chief quartermaster
will be practically quartermaster general,
and the same will be true of his chief
commissary.

The following suits have been
vs.
Washington, D. C.. May 27.—The follow-
ing bulletin was posted at the navy de-
partment today': Following is a report
made by Rear Admiral Sampson concern-
ing acts off San Juan de Porto Rico:
“Upon approaching 'San Juam it was
seen that none of the Spanish vessels were
in the harbor. I was, therefore, consid-
erably in doubt whether they had reached
San Juan and again departed for some
unknown destination.. As their capture
wias the object of the expedition and as it
was essential that they should not pass
to the westward, I determined to attack
the batteries defending the port in order
to develop their position and strength,
and then without waiting to reduce the
city or subject it to regular bombardment,
which would require due notice, turn to
the westward. I commenced the attack
as soon as it was good daylight. This
lasted about three hours, when the signal
was made to discontinue firing and the
squadron stood to the northwest until, out
of sight of San Juan, when the course
was laid to the westward with a view to
communicating with the department al
Port Pliata and learn if the department
had obtained any information as to the
movements of the Spanish vessels.
“At Cape Hayltien I received word from
the department that the Spanish vessels
had been sighted off Curacao on the 14th
instant.
“As stated in my telegram, no serious
injury wias done to any ships and only one
man was killed and1 seven slightly
wounded.”

Matthew Falvey, a boy 10 years old, by
his next friend, Georgia Falvey, today
filed suit in the civil district court against.
R. B. Baer, as receiver of the Galveston
city street railway, for damages in the
sum of $50,000.
On March 8 of the present year the plain-
tiff was playing in the street on avenue
L, between 38th and 39th streets, when
he was badly burned by coming in contact
with a broken wire, one end of which
was lying on the ground. Both hands
were burned so that one arm had to be
amputated and four fingers from the
other hand were also cut off. Other in-
juries were received, which will disable
the plaintiff for life.
In the petition it is alleged that the wire
had become charged with electricitv bv
coming in contact with the trolley wire of
the defendant railroad, and that said
railroad was negligent in permitting the
insulation to wear off its wires.
