By-Laws
The following articles of Association shall govern the
Citizens Council of Smithville, Texas
I The purposes of this organization are as follows
To uphold the T-nth Amendment to the United States Con-
stitution which preserves unto the States or unto the people,
all powers not'delegated to the central government of the
•‘n’ted States by the Constitution nor prohibited bj it, to
the States.
To educate and instruct the people as to the meaning
of the Federal Constitution and rights of the people in the
States under it and urge the people at all times to protect
the rights guaranteed unto them by the Constitution.'
'Io educate and arouse the citizens and public authori-
ties of this State as to all practicable and lawful methods
of protecting the children of the States and their parents,'1
and guardians in their natural and legal rights with.refcr-
ence to controlling and directing public education in this
State Education, operation and control of schools has
always been and * ns by the < 'institutional Fathers intended
to be, a local hiatter
To eneourage the assert mn- and exercise by the Citizens
State of their inherent Mui constitutionally safe
guarded rights against unlawful < ncroachment by the Fed-
eral Government. \
Topppose by all lawful means the integration of white
and ncgftL students in our schools.
To promote, in the fullest measure local self-govern-
X ment in accordance with the Federal Constitution and the
\Texas Constitution. ?
\ 11. The board of directors ^hall consist of not less than
•eighteen (18) nor more than twenty-four (24) white resi-
dents of the State of Texas, the following constituting

I am a white person living in. the State of Texas.
I hereby, apply fojf membership ip the Council and en-
close my donation of S3 00 for.‘mysettlor $5.00 for myself
and wife.
I am not. nor jfiave I*ever fieen, a member of the Com-
munist Party or any^ subvdtsive^urganizatioh which seeks
to overthrow the democratic governments of this nation
and its sovereign state*. ’ '
Why You Should Join The Citizens’ Council Of Smithville
The officers shall be a Chairman. Vice-Chairman, Sec-
retary. Vice Secretary, Treasurer, and Vice-Treasurer, which
shall be elected by the Board of Directors. By majority
vote of those present at any meeting regularly called,
the Board of Directors shall determine matters of policy
and fill vacancies in the membership of the Board and dis- x
pose of other routine business of the Association. By
majority vote of all directors then in office, the board may
increase or decrease the number of directors and determine
what directors shall be added to the directorate or dropped
therefrom.
III. An Executive Committee of five Directors shall
i>c established, such Committee to have such authority
as may from time to time be delegated to it by the Board
of Directors.
IV. Membership in the organization shall be limited
Io white residents of the State of Texas. No person shall
be admitted to membership until he has first made written
application therefor and until such application has been ,
favorably approved by the majority of the directors pre-
sent at any meeting regularly called. Annual membership .
contribution shall be $3 00 per individual, or $5 00 for
man and his wife. Any membership may be terminated
by majority vote of the Directors present (but not less
than seven sh^ll so vote) at any meeting? regularly called,

by the Chairman at such time and place as he may deem

VI The Citizens Council of Smithville, Texas, will
work with other organizations of white or colored American
citizens in their programs, when similar to its purposes.
VII. These Articles of Association may be amended
by a majority vote of thv ^directors present at a meeting
thereof, provided,such proposed amendment has been sub-
x mitted in writing by three or more directors to the Chair-
man of the Board, who upon receipt, thereof, shall forth
w ith mail to each director «t h(s lakt known address a espy *
of said proposed amendment together-with a written notic^ '
of the time and place of the meeting at which the proposed '
amendment will be considered and voted on by said Board
of Directors and provided further that not less thart seven •
(7) directors vote in fgvpr of .such amendment. Such meet-
ing shall be set by the’Chairman no( less than five (S), nor
more than twenty (20) days from the date of the mailing
of such proposed amendment and. notice

that the Negroes of this, state want to stay segregated as
much ps wo do. We are not for oppressing ahy group of
people. We think wc have had good relations with our

Wc are not a secret organization. At this time, wc
are strictly a local group connected with no other organi-
zation. We are working under a state charter issued to us
