Energy is, perhaps, the
most serious issue facing the
American people today. Cur-
rent pobdcs have tended to
prolong our dependence on
foreign energy sources, and
have discouraged incentives for
more domestic production.
Short sighted policies have

Following the end of World

stockpile energy reserves, and
have done nothing to reduce
consumption of precious
energy supplies. No one will
dispute the importance of
maintaining and guaranteeing
our oil supplies, and this can
best be accomplished through
the uk of a strong defenK,
which can only be provided
through a strong economy
President Carter hai pro-
posed increasing defense ex-
penditures by percent a
year in real terms (or beyond
the rising costs which have oc-
curred becauK of inflation) for
the next five years. I think it is
noteworthy that defense ex-
penditures in the U.S., in real
terms, have been lower in re-
cent yean than at any time
since before the Korean Wir.
Some will ask how our
economy can possibly afford
more government spending on
defense, but not on social pro-
grams. The answer is simple:
ftunday Febraary «, INI
the survival of the country is
not threatened by the scope or
effectiveness of our social pro-
grams — It is threatened by our
inability to provide for an ade-
quate defenK,

borders, 'through short-
sighted pobdes, however, we
have faded to maintain this
position of prominence. As a
result, we are experiencing high
inflation, a dependence on
unstable foreign eaergy
sources, and an inability to
deal with the global and
political events which are
threatening our national secur-
ity.
The United States can use
its economic and military
power to strongly influence the
behavior of thoK who control
foreign energy sources. In
years past, great powers have
guaranteed themselves their
tupply of essential materials by
using (heir economy to support
a strong military force which
was willing to assure access to
foreign resources. Our own
economic strength can provide
us with the capacity to do the
same thing. Considering the
present state of world affairs,
the only option available is to
provide for an increase in
defenK expenditures; this, in
turn, will help to guarantee our
national security._______________
