viously has nothing better to do with his time
than spread a little hysteria.
Phil Duncan was a bit kinder in his charac-
terization...he called it “unfairly dealing with the
facts.” The fact is that every few years grant
programs which assist public education must be
re-authorized or else the program dies. The ker-
nel of fact which Mr. Farris and his associates got
their hands on is that the Act does require
private schools which receive federal funding
through Chapter 1 to meet the same requirement
of teacher certification as public schools.
And that kernel of fact is the one to which the
Home School Legal Defense Association applied
their hot air until it popped into something of
entirely different proportions.
Now there may be those of you who feel that
private schools should not be forced to comply
with teacher certification requirements even if
they do receive financial assistance from our tax
dollars. But if you do feel that way, then you
intend to have your cake and eat ours too...and
that’s simply not going to happen.
Barbara Northcott called our office to ask
about the legislation, saying that the word was
going around that everyone should call their
Congressman and tell them they’re against HR6.
Barbara thought maybe before she did that she
might want to know exactly what she was fight-
ing. And her effort to be informed rather than
simply inflamed sets a good example for all of us
to follow.
As a result of the number of calls received by-
legislators on this issue, an amendment will be
added to the bill which clarifies the issue regard-
ing home and private schools, according to
Sarpalius’ office. It is yet another victory for
phone-in democracy.

I ^HE HEADLINE IN the Amarillo Daily
JL News yesterday read “Bill poses threat to
home-schooling.” It caught our attention for two
reasons: One, because it addressed an issue
which had been brought to our attention last
week, and we had done a little research on the
subject. And two, because the headline was
wrong...just flat-out wrong.
The message which was urgently faxed and
phoned across the nation last week was an
alarming one. The thrust of it was this: that
legislation would be voted on this week (Tues-
day, to be specific...and again, specifically wrong)
which would “end home schools, private religious
schools, and school boards.”
This dastardly deed would ostensibly be
achieved by passage of House Resolution 6
(HR6), also known as the Elementary and Secon-
dary Education Act...an act, by the way, which
has been in effect since 1965 and under which
home schools, private religious schools and
school boards have continued in that time to
conduct business as usual. HR6—which was ac-
tually expected to reach the House floor for
debate yesterday (Wednesday)—simply re-
authorizes that Act, which affects grant
programs assisting public school education.
Phil Duncan, a former Amarilloan and Chief
of Staff for Rep. Bill Sarpalius in Washington,
D.C., knew immediately what we were asking
about, said the storm had started at the begin-
ning of last week, and that they had been bom-
barded with calls...in spite of the fact that, in
Phil’s words, “there’s nothing in there that would
do what these people are saying.”
But this storm was no act of nature ..it was
one stirred up with the help of a guy named
Michael Farris with the Home School Legal
Defense Association. Mr. Farris is a frustrated
politician, having just run an unsuccessful race
