Sierra Blanca, Tex, -Hudspeth County Sheriff Mike Armstrong was arrested Friday, September 7,
in the courthouse at Sierra Blanca, and charged with possessing and distributing marijuana. Arm-
strong was elected Sheriff of Hudspeth County in 1981, andis running unopposed for a second term
as sheriff in the November general election. He was arrested by FBI agents following a month-long
undercover operation. In a criminal complaint filed in U. S, District Court in El Paso, Armstrong
is accused of supplying more than 40 pounds of marijuana to an FBI informant. FBI agents arrested
Armstrong after enlising the servicesof a man they arrested August 14 on drug charges. That man,
James Newsom, led them to Armstrong after claiming the sheriff was furnishing him marijuana to
sen, tne complaint states, ninuuung, 36, was held over the weekend at La Tuna federal prison in
Anthnny, Texas, just northwest of El Paso "for his protection", U. S. Magistrate Janet Ruesch said.
Ruesch set Armstrong’s bond at $65, 000. Ron Hoverson, agent in charge of the El Paso FBI office,
said the investigation included officers of the Texas Department of Safety and the Texas R angers.
He said the FBI "got involved because we are treating this as official corruption. "
Newsom told the agents that on August 14 he told Armstrong that he needed 50 pounds of. marijuana
to sell in Las Cruces, the complaint says. Armstrong said he did not have that much, left in his offi-
cial car and returned in about 15 minutes, according to the FBI, Armstrong then went into the evi-
dence room of his office and removed a black plastic bag, the complaint says. He then went outside
and placed the bag in the trunk of his sheriff’s car, the FBI said. When Newsom asked Armstrong
where the exchange would take place, Armstrong directed Newsom to open the trunk of his car, the

El Paso -District Attorney Steve Simmons said Monday of this
week that he will file suit to remove Hudspeth County Sheriff
Mike Armstrong from office if Armstrong does not resign. Ann-
strong was released from La Tuna Federal Correctional Institution
at Anthony, Texas, Monday afternoon after posting $6, 500 cash
on a $65, 000 bond. Simmons who serves as district attorney for
the 34th Judicial District in El Paso, Hudspeth and Culberson
counties, said he will give Armstrong until Tuesday evening of
this week (Sept, 11) to resign before he begins "statutory proce-
dures" on a petition to remove Armstrong from office. "If he .
doesn’t resign, then our course is cut, " Simmons said. He said
acition to remove Armstrong is warranted because the charges
conflict with Armstrong’s duties as a law enforcement officer. ,
If Simmons office files a petition for removal against Armstrong, sen, the complaint states. Armstrong,
a hearing might follow within weeks to have an acting sheriff A—-1----- ----- pi
appointed by an El Paso district judge. It would be up to the
judge whether an interim sheriff should be named to handle the
sheriff's office during legal proceedings against Armstrong, Sim-
mons said. If Armstrong resigns, the Hudspeth County Commis-
sioners Court would fill the vacancy, he said.
Hudspeth County Commissioners debated Monday what to do
about Armstrong. County Judge Doyle Ziler unsuccessfully tried
to get the commissioners to pass a motion encouraging the dis-
trict attorney to take action against Armstrong. No action was
taken on that proposition. The commissioners voted to call a

Dell Valley -Bill Keith is beginning his second year of tea-
ching at Dell City. He and Glenda came to Dell Valley from
Texarkana - Bill teaching on the Texas side, and Glenda on
the Arkansas side. Bill teaches all the Science classes in High
School, along with Algebra I. He received his Bachelors De-
gree from Arkansas State, and Masters from the University of
Kansas. His graduate work included Columbia University in
New York, University of California at Los Angeles, and Hous-
ton University. A dedicated teacher, he likes to work with his
students, motivating and inspiring them. An accomplished
pianist, Bill is also interested in, and studies our southwest
desert plants - presently on a project of hybridization of the
prickly pear cactus andother species of the cacti family. The
Keiths are active members of the Dell City Methodist Church,
and pre enthusiastic members of our school and community.
