Last week’s (1/23/03) article
about Corps of Engineers restrict-
ing use of Copperas Creek boat
ramp, should have pointed out that
all non-camper uses will be re-
stricted. Thomas L. Halfmann
(West Texas Lakes Manager)
said that their proposed actions
are “best management practices”.
That is typical bureaucratic speak
for “we are going to stop local use
of these facilities whether you like
it or not”. The Corps practices
an often-used strategy where
rights are taken away from us one
little step at a time to avoid major
public outcry. Three years ago,
the Corps closed High Point Park,
at which time the local public had
unrestricted use of three other
Parks. Two years ago, the Corps
stopped local public access to the
main Sowell Creek Park facilities,
limiting equal access rights to two
Parks. Next, Promontory Park
received the same treatment, leav-

The local public has had a right
to enjoy Copperas Creek facilities,
to safely launch boats, fish, swim,
enjoy the scenery, or bird watch,
etc. The new day use facility is
in no way equal to the main facili-
ties that will soon belong only to
the campers and therefore, be
unavailable to local users. If the
Corps takes this park away, locals
will only have a small portion of
the less desirable part of the lake
to use. What part of this is best
management practice, and what
part of this is equal access?
The Corps also implied in the
article that this new ramp is safe
because it is protected from the
South wind. In 2002 the maxi-
mum wind speeds were from the
North, East, and West, nine out of
twelve months. Only during one
summer month (July) was the
maximum wind from the South.
The maximum wind speed,for
every month was in excess of 30
miles per hour. The thing we have
to remember is that no one is likely
to launch a boat in that kind of
wind because of the safety issues
and probable damage to their boat.
But, the wind can come up very
quickly and trap the most experi-
enced boater away from the
ramp. Would you want your
grandfather, neighbor or anyone
else in a small fishing boat to be
forced to cross a mile or more of
open water in up to 30 mph wind?
Someone could very well drown.
What best management practice
is that?
Please call your Congressional
Representatives and ask them to
stop this unfair treatment of the
local public.

I I am writing to encourage all
' citizens of Comanche County to
• vote this Saturday on the Hospital
I District bond election. The c ircum-
! stances leading to the consolida-
I tion have not changed. There have
■ been some savings from the con-
; solidation but to insure our survival
! we must also consolidate the Hos-
1 pital in to a new facility.
• We have two options to the fi-
; nancing one which is faster and
; cheaper and the other which is
I slower and more costly. Any
1 method we have to borrow
money, the citizens of the District
' will be obligated to pay for.
I encourage all registered vot-
ers to go to the polls on Saturday
and vote for the bond issue.

Now we are down to the means
with which we will finance our
hospital. There are two methods
but the advantages of one far
outweighs the other. This method
is selling general obligation
bonds whereby the taxpayers
obligate themselves to pay the
bond debt. At the present time
the interest rate of the debt is
four and one-half percent (4 and
'/: %).
• Alternative methods of
financing costs six and one-half
(6 and */j %) at this time. This
means a difference of $15,000
per month in debt payment. That
is $180,000 per year. One
hundred and eighty thousand
dollars a year which will be
available for the benefit of the
’ taxpayers.
Of course we taxpayers are
obligating ourselves to pay the
debt if we approve the bond
issue. This is no different from
other obligation bonds by which
we finance so much of our public
works and services today. I don’t
feel this is an issue. We pay our
debts.
Another advantageous aspect
of this levy of taxes is that we are
already paying 22 and !6 cents
per $100 evaluation. The limit
under the present law is 25 cents
per $100 dollar evaluation.

going to the polls next Saturday
and get on with constructing this

Dear Editor,
I am writing in support of the
coming election to allow our
hospital district to sell bonds in
order to finance the building of
an adequate hospital which will
provide the latest and best
medical treatment possible.
We enjoy living in an
agricultural area far from the
great mass of humanity in the
metropolitan areas. However,
this does not mean that we
should not have the same
safeguards of life which are
provided by modern medical

The We Care Volunteers met
last Tuesday for their quarterly
meeting. The meeting was very
productive and enjoyable. New
fund raisers were planned and
events of the past quarter were
declared successful. There were
I. eight members present. This
gjoup has quite a long standing
record of good works and
everyone of them has always
been for the benefit of the
residents.
This volunteer group has been
a part of Western Hills for many
years and in abut 1982 they
became an organized group with
a president and other officers, it
would be impossible to list all
the good work this organization
has accomplished. They have a
very important role in the quality
of care provided for the
residents.
Being the complicated
humans we are, it is astonishing
I, the number of resources it takes
to replace what we as individuals
did to fulfil our lives. This very
quality in humans is the reason
volunteers are so very important.
They meet a need that staff can
not meet, a deep rooted sense of
independence. Time and health
have reduced the numbers of this
organization and we need your
help.
