Tai Appraisal Director Tom Witt:
"States that give away their business tai bases in the
forlorn hope of attradng out-of-state firms to relocate, or
persuading in-state firms to stay put, are making a fun-
damental strategic mistake,*’ according to David Wilhelm,
writing in the January 1883 issue of People and Taxes. “They
are giving away their ability to pay for the kinds of projects
and services that matter most to the very businesses they are
fighting for."
Wilhelm presents four arguments to support his con-
clusion. First, businessmen regard state and local taxes as of
relatively leas importance among Important factors when
choosing a site for operations; a Fortune survey (1982) found
these taies ranked ninth In importance, and a Council of
State Planning Agencies survey (1182) found them ranked

—MlTMroffargument, Wilhelm notes that state and local
taxes are not the highest cost of doing business. Typically,
they are about 3 percent of total business costs, so interstate
differences are only a faction of that. For the much more
important wage costs, interstate differences are about nine
time as great as for taxes. Moreover, state and local business
taxes can be deducted from the federal income tax base, -
further reducing their significance.
Third, the two surveys mentioned above, plus one by the
US. Advisory Commission in Intergovernmental Relations
(ACIR), indicate that businessmen stress most heavily the
availability of skilled labor, and efficient transportation %
network, and supplies of capital (public and private), raw
materials, energy, and components. States reduce their
capaOty to prpvide these by eroding their tax bgses through
abatements. » o
Finally, when every state tries, by abating, to hire the tiny
fraction of 1 percent of firms that do move annually (ACIR
survey), none succeeds. No state gains, no growth results, no
jobs are created. Tax shifts, reduced tax collection, and
restricted services are the states' payment for their un-
successful efforts.”

because our water revenues tend to off-set the need tor in-
creased ad valorem taxes....
When you consider the fact that the citizens of Greenville
are paying on a per capita basis 38 percent more than we are,
it Illustrates the fact that citizens of this city have excellent
services at bargain prices
