law is to be administered, the govern-1
ment officials trust abolutely in the
honesty and integrity of the exhibitor
in making out these tax returns l(

makes his returns to the department
in the simplest form that could be!

about by a flying trip to Washington
on the part of two representatives of
thia paper, and Leo A. Ochs, president
of the Motion Picture Exhibitors’
League of America, last Wodtmsday.
Following a conference with Commis-
sioner Roper u lengthy and extended
conference was h£ld with Deputy Com
mlssionera (». E. Fletcher and Daniel
A. Gittes and a corps of experts from
the department. A detailed discus
aion of every phase of the law ns it
applied to motion picture admissions
was entered into The law was pull-
ed to pieces sentence by sentence mid
phrase by phrase and after every
point had been covered, the depart '
ment officials gave their official ap-
proval to the mutter contained in the
two boxes printed herewith.

The above provisions need no explanatory comments. Tito pur-
port ot tiie provisions is to compel holders of passes or compltment-
ary tukets to pay the tax under this act.
These taxes sliall not be imposed in tiie case of a place the maxi-
mum charge for admission to winch is a vents ,or in tiie case of
Shows, rides, ami oilier amusements (the maximum clmrge for ad-
mission to which is H) cents), within outdoor general ausement
parks, or in the case of admission to such parks.

The Internal revenue commissioner will issue to vveiy motion
picture exhibitor a simple blank on which is to be stated tiie to-
tals of the business done per mouth. This blank will contain other
dilvisions of taxable Kubjevts in addition to tiie tax on motion pic-
ture theatre admissions. The exl.ibitor will be required to fill out
tiie blank referring to taxes on admissions and it is hts duty to file
a monthly return with the internal revenue office in hiss district.
The exhibitor need not pay any attention to any other schedule on
the.blank < x< ep^ (lie one rcti'rmg t" motion limou' tlb.itn.
The internal revenue office leaves every exhibitor free to do his
own bookkeeping, but suggests that the form printed on the oppo-
site jiagc and submitted to the aj»pioval of the internal revenue of-
fice is acceptable to the agents and inspectors of the internal rev-
enue office. Where an exhibitor has a graduated scale of prices,
begiuning at 5 cents, it is suggested that he make a record of the
sale of his 5 cent tickets to facilitate inspection. This will obvi-
