■| tion of management, for as vet unexplained reasons. It
I apparently disregarded entirely the unhappy effect this
I might have on power rates in this country. And, more
| important, it apparently disregarded its potential effect
on business. It begins to look as if putting virtually lim- ‘
itless authority in the hands of commissions is about as
sure a way as any to throttle legitimate industrial expan- i
sion and guarantee the perpetuation of depression.
