Increased Opportunities for Manufacturers of Prescription
Drug Products: As companies lose prescription drug patent rights,
it is predicted that many will receive approval to market nonprcscription
versions of those medicines.
The interest in nonprescription medicines by American consumers is
predicted to carry over into the next decade. A new report indicates that
over half of all the health problems in the United States arc currently
being managed with nonprescription medicines, and that the average
medicine chest in American homes contains 24 different nonprcscrip-
tion drug products. Health experts identify at least three factors that
they believe will contribute to even greater use of nonprcscription
medicines in the 1990s and beyond.

PORT ARTHUR- The recent
report of the Disability Advisory
Council should provide helpful to
people who have been promoting
work incentive programs for the
disabled.
The report strongly urged that
Social Security disability programs
need to be “restructed to give a
higher priority to encouraging
beneficiaries to work than declar-
ing them unable to work.” Many
people on disability can work with
the proper support services, and
they should be encouraged to do so,
the council suggested.
The advisory council was ap-
pointed by Health and Human Ser-
vices, Secretary Otis R. Bowen, to
study the disability program. It is
composed of representatives of
employers and employees, public
and private vocational rehabilita-
tion service, disability advocacy
groups, medical experts, and the
general public.
Of the more than 50 recommen-
dations the council made, one of
the most remarkable is that the
work incentives provisions of the
law should be strengthened and
marketed as an important part of
the disability program, not just as
technical details. Most of the incen-
tives were added to the law since
1980 although some date back to
the beginning of the Social Security
disability program in 1955.
In general, the work incentives
provisions are designed to extend
cash benefits, and medical

can keep all earnings and still
receive monthly benefits and

• An extended 36-month period
of entitlement, following the trial
work period, during which a dis-
abled beneficiary can receive
benefits for any month durijM

$300 a month.
• Medicare may continue for up
to 39 months after the trial work
period.
• Certain work expenses related
to the disability may be deducted in
figuring earnings that count toward
substantial gainful activity.
• If a person in an approved
vocational rehabilitation program

pleted.
