tional commission has concluded
after a 10-month study that neither
claim is justified
Texas Sen Lloyd M Bentsen, one

dependent group, voted against a
recommendation that primaries and

of one political party
The commission's suggestion is at
odds with Texas open primary
system which allows anyone to par
