A ruling has been isued by Comp-
troller H. B. Terrell to the effect that
wholesale liquor dealers in Texas who
are also holders of retail liquor licenses,
are required to observe the 9:30 clos-
ing law, the same as retail liquor deal-
ersm. Complaints have from time tn
time been received by the department
from various portions on the state, ac-
cording to the comptroller, of the oper-
ation '’of wholesale liquor concerns with
retail liquor licenses, that keep open
all hours of the day and night, under
wholesale license. The wholesalers have
been notified of the ruling issued by
the comptroller.

by taking over John Tarleton College,
situated at Stephenville, Erath county,
besides an endowment fund. The gov-
ernor has signed thia bill which pro-
vides for the taking over of this college
by the state and its conversion’ into a

lege. The institution, which has been
private, now is a part of the Agricul-
ture and Mechanical College and will
be operated under the direction of Pres-

But a more heroic and spectacular plan (

Ten insane convicts are confined
within the walls oj the penitentiary at
Huntsville and there is no law permit-
ting the transfer to an insane asylum,
nor can they be discharged, according
to the rejort of a committee of legis-
lators who were named to make an in-
yestigation of the jjtate prison farms.

Some of the dry advocates fa Wash-
ington were inclined to believe that tte
provisions nf tte Reed umetement were
too drastir and that more harm than
good might result from its passage.
However, these .were in a distressing
minority, as the vote showed a four-to-
ons majority for the proposal.
It is really to be regretted that the
prohibition advocate* could not have
faced the issue ^purely in a straight
prohibition measure and not resort to
the xubsterfugc of attaching riders to
an appropriation bill which gives them
an advantage not altogether^ praise-
worthy. In the eyes of many w ho have
the interest of tte movement at heart
thi* manner of accomplishing a long-
fought-for result will not appeal, while
that indifferent, or neutral, class are
very liable to espouse the cause of the
under dog and add strength to the op-
position.
However, this matter is up to the
people, as is efrery other law which
our representatives in congress give
them. So far as the idea of the amend-
ment is concerned, it is jierfectly legiti-
mate. If any state votes to be dry it
should remain to. and any assistance
which may be given it in its effort to
keep the demon rum without its bor-
der* or by our national lawmakers
should not be too severely crticized.—
