Should Train Unskilled
Far more important than lengthening' the
week, the colonel thinks, is training the unskilled
unemployed for skilled jobs He points out thai the
wage-hour law is amply flexible to make this easy
‘ We can step in on a plant-expansion basis and give
employers certificates for hiring apprentices and
learners, at less than the minimum wage if necessary,
at any time that it's advisable." he says
"We have a long way to go be,fore we eyen absorb
the backlog of unemployed skilled workers, to
nothing of the unskilled
“Aside from that consideration, there's a question
whether an increase in the work week increases pro-
ductivity anyway Just what the optimum is hi any
specific field I confess that I don't know Industry
generally has gone to the 40 hour week because it s

FILMING ASSERTS 40-HOUR WEEK ADEQUATE
TO MEET NEEDS OF DEFENSE PROGRAM
’■* WASHINGTON. Novetfiber 26—Alfred P Sloan s
recent suggestion that the six-day week should sup-
t plant the five-day week in American industry as soon
as “the slack of unemployment has been taken up"
scarcely caused the raising of an eyebrow in Wash-
ington And though the General Motors chairman
was advancing his idea as a measure to speed tn
defense production. Col. Philip B Fleming, head of
the government wage hoyr division, declares flatly
that neither the National Defense Commission no."
the American business man has given any indication
that t^ie 40-hour week is slowing up the defense
program
'T'mt a soldier and I'm primarily interested in na-
tional idefen.se.” says' Col. Fleming “If I saw any
reason, to suspect that this law was a handicap to
our ’detense efforts (Td be the first one to go ~
greAs and tisk for a change. But I don’t!5, ,
Last July Col Fleming wrote President Roosevelt
that he wanted to be informed at once if the 40-hour
week was slowing up defense production anywhere
The President gave the letter wide publicity, but only
one complaint has come in from a small concern
which complained that it couldn't get enough mu-
chine tool men.

ANOTHH& INTERURBAN GOES
The ICC has recommended that the Dallas-Cor-
sieftna ihterurban railway be abandoned, alter the
operators complained that it had been operated at
a loss for two years This loss of an Interurban line
leaves Dallas with only two of the six interurban
lines it had only a few years ago The lines to Terrell,
to Denton, to Fort Worth, and now to Corsicana
have folded, leaving only the line to Waco and the
one to Denison and Sherman Whether these lines
can continue to operate at a profit is difficult to tell,
for other transportation mediums have cut into the
revenues of the electric lines Two decades ago the
interurbans were the coming mode of transportation
Today they are practically out of the picture.
