that Japan has out generaled the great-
est of the Entente diplomats. IL J.'.Z.
holds the cards that were dealt it at
the Versailles table, but the nature of
the game has been changed so that
... these cards are all trumps. He who
' assumed that because Japan was quiet
it was acquiesciut to all that was
done in Paris, finds now his mistake.
Japan played the ancient game her own
way with what result? Her historic
nibbling at China is not to be inter-
fered with and the first delicious
mouthful presented by the new treaty
is Shantung.
V. ith the exception of that part of
.-ak in Iieii, which Japan took from Rus-
I s a. every addition to her territory has
been at the expense of China. In 1870
she took Ixxmhow island; in 1895 s)ie
seized Formosa and Pescadores; in 1905
she "extorted the lease of the Kwang-
tung )ieninstila: in 1910 she annexed
Icon a, after it had been detached from
the Chinese empire and sought politi-
ial independence. Now she has Shan-
tung within her grasp as a result of
the diplomacy at Paris where she ex-
t. rted a bribe from the Versailles coun-
cil as her price for becoming signatory
to the league of nations. But this is
not all of the “vision” from the Japa-
nese viewpoint. The Japanese are se-
riously ambitious to wrest control of
the league itself away from here own
alii s. If there is any. serious doubt of
'his, let the reader glance o$er his
translation of “A Suggested Solution
ft 1 World Peacp,” which recently ap-
peared in the Niroku of Tokio.
To preserve the worlds peace and to
promote the welfare of mankind is the
mission of the imperial family of Japan.
Heaven has inverted the imperial fam-
ily with all the qualifications necessary
<0 fulfil this miss ion.
He who can fulfil this mission is one
who is the subject of humanity’s ad-
miration and adoration and who holds
1 he prerogative of administration for-
ever. The imperial family of Japan is ...
as worthy of respect as God and is the
eml 'diment of benevolence and justice.
The great principle of the imperial fam-
ily is to make popular interests para-
mount most important.
The imperial family of Japan is the
parent not only of her 60,000.000 but of
a!) mankind family all races are one
and the same; it is above all racial
considerations. All human disputes,
therefore, may be settled in accordance
