Financing of the national defense program “can and

ers Association.
‘"the banks of this country have the resources.” the
statement continued, “the trained personnel and the know-
ledge of their own communities which equip them, along
with the investment markets, ti handle a very large part
of the necessary financing. This financing can be carried
out in such ways as will enabie the banks to provide an
Adequate volume of loans and at the same time safeguard
the funds of their depositors.
“AH'banks should be actively and energetically solicit-
ing every sound loan in their communities. Especially is
it true that they should try in every possible watf to make
[ every loan that has anything to do. with the defense pro-
. gram.”
It would be a tragic mistake if the defense program was
to be accomplished by a widespread extension of govern-
ment bureaus and departments. Inevitably, the cost of the
program would be unnecessarily increased. Delay would
be unavoidable. Red tape would run rampant, at the ex-
pense of*8peed and efficiency and economy. Political
considerations would in many cases be paramount, and
the public interest would be secondary. Politics cannot
be eliminated, but it must be minimized.
