Some high pressure lobbying by
members of 'the Woman's Party
also was a factor in the senate ac-
tion.
It seems that the old mansion
in which the party has its head-
quarters lies within the site pro-
posed for the new building, ad-
joining the senate office building.

that, they Ituttonholed every sen-
ator they could locate. Now they
are safe from eviction for a few
more years at least.
Ultimately, the comptroller gen-
eral undoubtedly will have a new
building, and it probably will be
close to the capitpl rather than
downtown with the rest of the
governmental buildings. That
would emphasize the fact that she
is an agent of the legislative
branch of the government rather,
than, of the executive.
On the other hand, it might
subject McCarL to more political
presglfte from senators and con-
gressmen. Tontative plans for
the now postponed building called
for u tunnef to connect it with
the capitol. If a congressman’s
p<jt project ran up against ob-
ji/ftions from McCarl, that would
make it very easy for him to trot
right over and see about it. Mc-
Carl, however, never hesitates to
rule against congressmen when he

—The proposal to build a "little
capitol” to house the comptroller
general’s office on Capital Hill,
Just a stone’s throw from the
real capitol, has gone by the
boards.
As the second deticiency
propriation bill went to the
ate, it carried an item of $2,000,-
000 to start work on a proposed
$11,000,000 building for the

omy grounds.
There was an element of poetic
justice in the senate^ action, for
no one has been a more ardent
advocate of governmental econ-
omy than the comptroller genera),
John R. McCarl. That's what he
is paid for. When congress says
so much money is to be spent for
a given thing, McCarl can’t stop
the expenditure, but he sees to it
that the money goes for the spe-
cific purpose congress had in
mind and not for something extra
that some federal department of-
ficial would like.
Under those circumstances, Mc-
Carl couldn’t very well object to
the senate’s economy streak. In
fact, he said he thought he and
his staff of several hundred could
get along all right in their pres-
ent quarters in the old pension
building.
