The whole trouble has been over whether or not
Texas should hire its pensions organization on the
mem system Johnson maintains that the present
system of hiring employes is just as sound as the
merit system and the only gauge should be whether
the State pension organization is functioning effi-
ciently He wants the federal folks to check the Texas
set-up to see if it is functioning as it should and
then quit upsetting routine and causing confusion
by holding up social security funds
