ing with the agricultural ques-
tion. Mr. Persons however de-
voted most of his tiihe to a dis-
cussion of the work of the
boys and girls clubs. They were
in Center Thursday and visited
Shelbyville in the afternoon.
Mr. Persons is well known
in this section of the state, hav-
ing formerly resided here. He
remained over until Friday
with friends and relatives.
From here he went to San Au-
gustine.
Mr. Tinsley is very enthusi-
astic over the progress Shelby
countjr is making in an agricul-
tural way, “This is one of the
best counties in East Texas,”
he declared. “And if the next
five years sees a continuation
of the advancement made dur-
, ing the past year or more, this
residence will be by far the best county
in this part of Texas. The
farmers here have shown a
greater anxiety to become
more progressive than in any
county I have been in. They
are taking more to diversifica-
tion.”

perty of said Road District No. 2 of
Shelby County, Texas, subject to
taxation, for the purpose of paying
the interest on said bond and to pro-
vide a sinking fund for the redemp-
tion thereof at maturity; And it ap-
pearing to the Court that said peti-
tion is signed by more than fifty of
the resident property tax paying vot-
ers of said Road District No. 2 of
Shelby County, Texas, and that the
amount of bonds to be issued will not
exceed one-fourth of the assessed
valuation of the real pronertv of said
Road District No. 2, of Shelby Coun-
ty, Texas, and it further appearing
to the Court, that said Road District
No. 2, was duly established by an
order of the Commissioners* Court
of Shelby Countv, Texas, date the
14th day of April 1919, and of re-
cord in book 8 page 248 of ths Min-
utes of the Commissioners’ Court of
Shelby County, TJexas, with the. fol-

lots for said election shall have print-
ed or’written thereon in plain letters

Section 21. There shall be a Secre-
tary of State, who shall be appoint-
ed by the Governor, by and with the
advice and consent of the Senate,
and who shall continue in office dur-
ing the term of service of the Gov-
ernor. He shall authenticate the pub-
lication of the laws and keep a fair
register of all official acts and pro-
ceedings of the Governor, and shall
when required, lay the same, and
all papers, minutes and vouchers rel-
ative thereto, before the Legislature,

perform such other duties .as may
be required of him by law.

Section 22. The Attorney General
shall hold his. office for two years,
and until his successor is duly qual-
ified. He shall represent the State
in all suits and pleas in the Supreme
. Court of the State in which the
State may be a party, and shall espec-
ially inquire into the charter rights
of all private corporations, and,
from time to time, in the name of
the State, take such action in the
courts as may be proper and neces-
sary to prevent any private corpor-
ation from exercising any power, oi-
demanding or collecting any species
of taxes, toll, freight, or wharfage,
not authorized by law. He shall,
whenever sufficient cause exists, seek
a judicial forfeiture of all' such
charters, unless otherwise expressly
directed by law, and give legal ad-
vice in writing to the Governor or
other executive officers, when re-
quested by them, and perform such
other duties as may be required by
law. He shall receive for his services
an annual salary not to exceed Sev-
en Thousand Five Hundred ($7,500,-
(10) Dollars, and no more.
Section 23. The Comptroller of
public Accounts, the Treasurer, an«h
the Commissioner of the General
Land Office, shall each hold office for
the term of tv.’o years, and until his
successor is qualified; receive an an-
nual salary not to exceed Five Thous-
and ($5,000.00) Dollars, and no
mere; reside at the Capital of the
State during his continuance in of-

17, Section 58, of the Constitution
of the State of Texas; abolishing
the Board of Prison Commission-
ers; providing for the supervision
and management of the Prison Sys-
tem, under such laws as may be
provided for by the Legislature.
Be it resolved by the Legislature of
the State of Texas:
Section 1. That Article 17, Sec-
tion 58, of the Constitution of the
State of Texas, be amended so as to
hereafter read as follows:
Section 58: The Legislature shall
have full power and authority to pro-
vide by law for the management and
control of the Prison System of Tex-
as; and to this end shall have power,
and authority to place the prison
system under the supervision,: man-
agement and control of such officer
or officers as the Legislature may

Sec. 2. The above constitutional

the bonds of said Road District No.
2 of Shelby County, Texas, shall be
issued in the amount of $100,000.00,
bearing 5% per cent rate of interest
and maturing at such times as may
be fixed by the Commissioner’s Court,
serially or otherwise, not to exceed
30 years from the date thereof and
with such options of redemption as
may be determined by the Commis-
sioners’ Court for the purpose of
constructing, maintaining and opera-
ting, macadamized, graveled or pav-
ed roads and turnpikes or in aid
thereof in said Road District No. 2
as above described and defined; and
whether or not a tax shall be levied
upon the property of said Road Dis-
trict No. 2 of Shelby County, Texas,
subject to taxation for the purpose
of paying the interest on said bonds
and to provide a sinking fund for
the redemption thereof at maturity.
Notice of said election shall be
given by publication in a newspaper
published in said county for four
consecutive weeks before the date of
said election and in addition thereto
there shall be posted notices of such
election at three public places in
Road District No. 2 of Shelby Coun-
ty, Texas, for three weeks prior to

usual voting places at Shelbyville,
Campti, Pauls Store, Huxley, New
Harmony, Hurst Store, and Neuville
all of which places are within the
limit of said Road District No. 2 of
Shelby County, Texas, and the fol-
