SECTION 12
The City Electrician must, in all cases, inspect any electrical wir-
ing within the corporate limits of the City of Henderson within forty-
eight (48) hours of receipt of notice from the Electrical Wiring Con-
tractor (Holidays and Sundays shall not be included In this time).
SECTION 13
All electrical wiring for light, heat and power purposes hereafter
to be used or installed wlthfcn the City of Henderson, and as respec-
tively described in following sub-sections hereof, shall in all cases be
contained and encased in rigid metallic conduit, viz:
All electric wiring ih building situated within the fife limits.
All brick, tile Or concrete commercial buildings within the cor-
porate limits of the City of Henderson.

SECTION 25. Certificates and Inspections: When any plumbing
work for which a permit has been Issued is completed and done in
accordance with the rules and regulations of this ordinance, it shall

SECTION 20
That all laws, and parts of laws, pertaining to electric wiring now
in force in the City of Henderson are hereby expressly repealed from
and after this ordinance shall become effective.
SECTION 21
In the eyent that any provision or provisions of this ordinance
shall be held by a court of competent jurisdiction to be invalid, such
invalidity shall not affect the remaining portions hereof.
SECTION 22
The fact that the City of Henderson, Texas, has no Ordinance gov-
erning the proper installation of electric wiring, etb., creates an emerg-
ency and Imperative public necessity that the rule requiring Ordinances
to be read on three several days be suspended, and said rule is hereby
in all things suspended, and this Ordinance is placed upon its first
reading and final passage, and shall be in full force and effect from
and after its passage, approval and publication; and it is so ordained
and decreed.
Passed and approved at a regular meeting of fife City Council of
the City of Henderson, Texas, held on April 9th, 1931.

SECTION 2
That any person engaged in the business of a master electrician,
shall be required, within thirty (30) days-from the time that this ordi-
nance becomes effective to make application in writing to City Sec-
retary for a license to engage in such business or calling.
SECTION 3
That no companies, firms, co-partnerships, corporations or indi-
viduals, excepting public telephone, telegraph and messenger call, light
and power companies and traction companies operating under regular
franchise granted by this City shall enter upon the erection, construc-
tion, alteration or change of any telectrical installation work, wiring or
setting of electrical machinery until the said individual firm or cor-
poration has secured a license as hereinafter provided, and has exe-
cuted and delivered to the City of Henderson a good and sufficient
bond in the sum of One Thousand (41,000.00) Dollars approved by
the City Council of the City of Henderson which shall be executed by
an approved surety company doing business in the State of Texas, con-
ditioned for the faithful performance of all work entered upon or con-
tracted for in strict accordance and compliance with the terms, require-
ments and provisions of this ordinance and such further and future
ordinances of the City of Henderson as may be hereafter passed. Said
bonds shall be further conditioned that such person, firm or corpora-
tion shall without additional cost to the person for whom the work is
done, remedy any defect therein due to faulty workmanship or incor-
rect construction due to faulty material furnished or used by suc'h per-
son, firm or corporation, and that such person, firm or corporation,
shall re-construct or repair such work to the satisfaction of the City
Electrician of the City of Henderson at any time within one year after
the construction, repair or Installation; and after forty-eight (48) hours
notice from the City Electrician to reconstruct or repair the same, and
the opinion of the City Electrician shall be binding on- the parties here-
to, which bond shall for such purpose be in force for one year after
work of electrical construction, repairs or electrical installation is done
and one recovery shall not exhaust said bond, but said bond shall be a
continuing obligation against the Sureties thereon until the entire
amount thereof shall have been exhaustedl That in case the bond here-
in provided for shall be decreased on account [of- any recovery which
may be obtained, arising out of the violating of any conditions of the
same, the City Council shall require upon notice of such fact, an ad-
ditional bond to be given by any such person .firm or corporation la, .
accordance with this ordinance in an qmount sufficient when added to
the unexpired amount of the original bond to be at all times equal to
the sum of One Thousands ($1,000.00) Dollars. The City of Hender-
son may, for itself or for the use and benefit of any person injured or
damaged by reason of failure to repair any defective electrical con-
struction .repairs or installation or for the failure or refusal by any
person, firm or corporation to pay any of the fees required by this or-
dinance, maintain suit on said bond in any court having jurisdiction
thereof, or suit may be maintained thereon by any person Injured or
damaged by reason of the failure of any person, firm or corporation, 1
who shall do any work of electrical construction, repairs or installa-
tion, to obserce the conditions of said bond. That upon the approval
of said bond by the City Council, the individual, firm or corporation i
desiring to do such erection, construction, alteration, repairs, setting
of electrical machinery or changes of electrical installation shall secure
from the City Secretary of the City of Henderson a license. The per- :
son, firm or corporation obtaining such llcense^hall pay to the City >
Secretary of the City of Henderson the sum of One Hundred ($100.00)
Dollars as an annual license fee thereof.
SECTION 4 I
It shall bo unlawful for any person, firm or corporation holding a 1
license to transfer same or to allow the use of same directly or indl- i
rectly by any other person for the purpose of obtaining a permit to do
any of the electrical work herein specified. All licensed electrical con-
tractors, firms or corporations shall file with the City Electrical In- 1
spector their correct address and telephone number and any changes ■
in address shall be immediately fllel with the City Electricar Inspector.
Where the holder of license changes the firm name or where ad- 1
dltlonal members are taken Into 'the firm or where firm is incorpor-
ated, a notice of such changes shall b6 forwarded to the City Electrical <
Inspector, otherwise license is liable to be revoked because o fits ques- I
tlonable ownership. A contracting electrician must have the license <
and bond herein provided for. A journeyman electrician who merely 1
works for a contracting electrician is not required to furnish the bond
or license herein provided for. No one need furnish the above bond
and license except the employing or contracting electrician.
SECTION 5
REVOCATION OF LICENSE. Any failure on the part of the
holder of an electrician’s license to comply with the provisions of any
ordinance of the City regulating electric wiring and apparatus or to
faithfully carry out the conditions of a contract for installing electric
wiring and appafatus shall be deemed sufficient cause for revoking
said license together with all rights and privileges thereunder and the
forfeiture of the bond filed pursuant to the requirements of SECTION
3 of this Ordinance. The City Secretary is hereby authorized to re-
fuse to issue a license to any person, firm or corporation associated
with such previous holder of a revoked license.
SECTION 6
No individual, firm or corporation shall enter upon the erection,
construction, alteration or change or any electricrt installation, machin-
ery, work or wiring in the City of Henderson until a permit has been
Issued fry the City Electrician, covering each installation to be made,
and when required by the said City Electrician plans and specifica-
tions for the proposed work must be filed With him before the permit
Is granted.
No permit will be required for the Installation of wires to operate
electrical bells, gas, lighting apparatus, house annunciators, burglar
alarms, telephone, telegraph, district messenger, watc$i clock, fire
alarm, or other similar instruments If current operating same is of less
than 25 volts potential.
When any wiring or apparatus is Installed in such a manner that
the same could be used for electric light or power purposes under the
provisions of this ordinance it shall be deemed that the said wiring
apparatus is to be used for such purposes and permit ahull be required
and Inspection made as provided for such. ,
SECTION 7
On written application made to the City Electrician by any per-
son, partnership Or corporation, who has secured license as hereinbe-
fore stated, it shall be the duty of the City Electrician to issue a per-
mit, permitting each person to install electrical wiring as set forth in
his application.
Fees to be paid to the City of Henderson for permits shall be the
following:
Roughing in electric lighting for first one to three circuits
Additional circuit 25 cents. •
Motors and rectifiers for all sizes of motors and rectifiers $1.00

SECTION 18
Nothing therein shall be so construed as applying to any electrio

SECTION 6. The word “opening” signifies the point in the piping
where branch lines extend to any single outlet.
SECTION 7. In determining the minimum size of service and
house lines the number of openings shall not be considered to bo less
than the total number of rooms in the building, minus two.
SECTION 8. Elbows and not tees shall be used on all meter inlet
connections. All connections or disconnections of meters for any pur«
pose will be made by employees of the gas company only*
SECTION 9. Cement shall not be used or caulking done to repair
faulty fittings, pipe or work, and all imperfect fittings and pipe must
be replaced.
» • SECTION 10. In no case shall'valves or unions be placed between
ceiling and floor or in an inaccessible place, so that stuffing box of
the valve cannot be repacked or union gasket replaced. Unions shall
be used only at water heaters and cook stoves.
SECTION 11. Air mixers must not be placed in air-tight ash bokes,
but where a free flow of air can reach them at all time*. Adjustable
mixer must be used. ■ 1 '
SECTION 12. The burr left on inside of gas pipes must in every
case be reamed out.
SECTION 18. All outlets or risers where fixtures sre not placed
must be left securely capped.

closets when found to be a nuisance shall be removed, or when taken
out for repairs shall not again be Installed.
Prohibited Fixtures Not Reinstated: No fixture shall be installed
and no fflxture shall be reconnected or reinstated where it does not
meet with the requirements of this ordinance.
1. Water Closets, How Rented: All water closets shall be vented
through a (T Y) or (A Y) or a drainage fitting, or off the top of
the horizontal part of the same, except for circuit venting and for top
closets, as hereinafter prescribed. The revent of a single water closet
shall not be less than two inches in diameter.
r 2. Back Vents Not Required: Where there Is but one water
closet or minor fixture, located on a stack and the said water closet
or minor fixture is located three feet or less from the stack in a di-
rect line of pipe or in circuit venting no revent is required.
*. Double Top Closets: Where two water closets or other fix-
tures are located on the same floor and discharge into a double Y or a
double TY fitting and there is no other water closet discharging into
the stack above the double Y or double TY fitting, the said water
closet or minor fixtures will be considered as one top fixture, and it
will not be .necessary to revent either water closet or minor fixture.
SECTION 14. That urinals shall be” installed, constructed and
maintained in strict accordance with the following rules and regula-
inspection. , •
Whenever a second trip is necessary to be made by the City Elec-
triclain because of incorrect address or defective workmanship which
would require a second inspection, a charge of One Dollar will be made
for each trip.
For inspection of apparatus for which no fee is prescribed, or
otherwise provided, a charge of One Dollar ($LQ0) per hour for the
time required to- do the work.
SECTION 8
The City Electricion shall have, and is hereby given authority to
refuse to issue a permit for th* installation of electric wiring, as here-,
in provided, or for any additions or extensions to any electrical wiring
in or on any building, where, in his estimation ,the wiring done or pro-
posed to be done, is unsafe or not in accordance with the provisions
of this ordinance. If, after p. permit is issued, the work installed un-
der such permit for any reason does not comply with the regulations
of this Ordinance, the City Electrician shall refuse to issue a certifi-
cate of inspection.
No Electric Light or Power Company shall connect to any elec-
trical installation of any kind whatsoever until furnished with a cer-
tificate of inspection or a permit for such connection duly executed
by the City Electrician.
Provided that all Electric Light and Power Companies shall upon
written notice from the City Electrician disconnect from any circuit
or service designated by said notice and shall not reconnect to said
circuit or service except upon jvritten notice from the City Electrician
SECTION 9
It shall be unlawful for any Public Service Company serving the
City of Henderson, Texas, to hook up to any new building, tent, out-
door wiring of any nature, kind or description, without first obtaining
a clearance from the City Electrical Inspector. Whenever "service is
discontinued to any building within the fire limits for any cause what-
ever, excepting non payment of bill, clearance will be necessary be-
fore reconnecting, this means any time a building Is vacated for any
reason. The Electrical Inspector must satisfy himself that there has
not been any changes or additions made to wiring of such building,
that might create a fire hazard by the overloading o? clrdUits or
from any other cause.
There will be no charge made for clearance covering such build-
ings and clearance will be issued as often as necessary.
, SECTION 10
Wherever any electrical wiring or other apparatus is found by the
City Electrician to be unsafe, or defective, or in an insecure condi-
tion, he shall notify the owner or person in control thereof in writ-
ing to repair or remove the defective wiring or apparatus and upon
the owner’s failure to repair or remove same within sqch time as the
City Electrician may deem necessary, which time shall bo state’d in
such notice the said City Electrician shall cause the service connected
to such wiring pr apparatus to be disconnected. He shall report all
violations of this o’rdlnance to the" City Attorney for prosecution.
SECTION 11
It shall be unlawful for any owner, contractor or workman to in
any manner, interfere with any electric wiring being installed in or on
any building. If in the course of erection of building the wiring is in
such a position as to interfere with its erection, or completion as
called for by plans, notice shall Immediately be given the person in-
stalling the wiring and the needed change shall be made by such per-
son.
On inspecting the wiring for any buildingg the electrical Inspector
shall leave a tag or notice attached to service. This notice shall state
Clearly whether the wiring is approved or is to be kept open for cor-
rection ,and if wiring is to be kept opefi for further inspection no per-
son shall lathe, ceil or in any manner conceal any wiring until they are
Informed that such wiring has been approved by the electrical inspec-
tor. The general contractor or owner shall be held responsible for
any violation of this section. It shall be the duty of the City Elec-
trician to immediately notify the Electrical Contractor of said defects,
and defects must be corrected within twenty-four hours from said, no-
tice. -' »
AN ORDINANCE
An Ordinance Adopting Rules and Regulations for Plumbing and Gas
Fitting in All Buildings and Structures of Gas Consumers, and the
Installation, Construction and Repairs Thereof, Providing for In-
spection, Etc., Providing Penalties for the Violation Thereof and
Declaring an Emergency. , •
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HEN-
DERSON. TEXAS:
SECTION 1. That the rules and regulations for plumbing and gas
fitting are hereby in all things adopted as the standard rules in and
tor the City of Henderson, Texas, which said rules and regulations ar«
Hereby attached and marked Exhibit “A” and in all things made a part
qf this Ordinance.
’ ’ SECTION ’2. Any person or persons who shall maliciously tamper
with, molest or destroy the property of any gas company, or who shall
■fail or refuse to comply with any of the requirements of this ordinance,
rules arid regulations, shall be subject to a fine of not more than two
hundred ($200.00) dollars, and -each .and every day’s continuance of
any violation of the provisions of this ordinance, rules and regulations
shall constitute and be deemed a separate offense.
SECTION 3. No person, persons, firm, or corporation shall enter
the business as plumber or pipe fitter for installation, construction, re-
construction or repair of such gas piping, appliances, fixtures or ap-
purtenances, or any change thereof, nor shall any person, persons, firm
or corporation undertake for any other person, persons, firm or cor-
poration the adjustment thereof, until such person, persons, firm or
corporation shall have obtained a licensb as such plumber or pipe fit-
ter from the City Secretary of the City of Henderson, Texas, or his duly
authorized assistant, said license to be Issued upon an annual baais,
and said license so issued shall remin in force for period of one year,
unless revoked by the City Council of said City, which said license shall
not be subject to transfer. The person, persohs, firm or corporation
obtaining such license or permit shall pay to the City Secretary or his
duly authorized assistant the sum of twenty-five ($25-00) dollars as an
annual license or permit fee.
SECTION 4. The fact that all' ordinances, rules and regulations
pertaining to the subject matter herein contained having been repealed,
creates an emergency and an imperative public necessity that the rule
requiring ordinances to be read on three several days be suspended, and
said rule is hereby in all thing? suspended and this ordinance is placed
upon its first reading and final passage, and sljall be in full force and
effect from and after its passage, approval and publication, and it is so
ordained.

EXHIBIT “A”
RULES AND REGULATIONS FOR PLUMBING AND GAS FITTING
SECTION 1. Plumbers and gas ffitters are requested to familiarize
themselves thoroughly with these rules and regulations. All work must
be done strictly in accordance herewith in order to pass inspection. No
meters will be set until approval has been obtained from the author-
ized inspector.
SECTION 2. These rules and regulations are for use in connection
with meters set. at or near the house service regulatqr, which regulator
is located at or near property line, or meter located at the house.
SECTION 3. Where two or more consumers are to be supplied ini
the same building one yard line may be used and meter* set “in bate
tery’’ at the rear or side of the house.
SECTION 4. Elbows, not tees, must be used on all meter connect
tlons and unnecessary tees or other fittings will not be approved.
SECTION 5. The following specifications for house piping must
be strictly adhered to: f..--
All piping which is to be buried under ground shall be new, gal-
vanized pipe, all other piping and fittiiigs may be new galvanized o^

SECTION 15. Non-Syphon Traps—Where Allowed: That non-
•yphon traps which have been tested and approved by the Plumbing
Inspector may be used under the following conditions, and no other:

L . • A. Non-Syphon Traps: Non-syphon traps may be used under all
fixtures except water closets and slop sinks, where the same are lo-
cated within twenty feet of the main soil stack, into which they dis-
charge on an auxiliary vent* stack connected with the branches into
Which they discharge without inventing the same, provided that no
fixtures of any kind discharge into the the soil, main soil or waste
stacks to which they are connected at a greater height than 10 feet
above them. 11
1 SECTION 16. Light and Ventilation: That all urinal, bath or
| water dloset compartments hereafter constructed in any building shall
be lighted and ventilated as hereafter provided for. Every water closet
or urinal compartment or bath room in every now existing building,
and every compartment in buildings hereafter erected, shall be ven-
I tllated by a window opening into the outer air or by proper ventila-
r tton pipes, shafts or ducts run through the roof to the external air.
All such compartments shall be adequately lighted, either by datura!
or artificial light.
< SECTION 17. Toilet Compartments Separate: That the urinal,
bath or water closet compartments shall be separate compartments and
I Shall be entriely separate from any other room, workshop, office or
hall by a light partition extending from floor to celling, and every door
of such compartment shall be provided with a door check to keep suqh
door closed. No window or other opening shall be made from such
compartment into any adjoining room, office, Workshop, factory, hall-
; way or compartment of any kind. •> \
SECTION 1$. Ventilating Into Court: That nothing herein con-
tained shall be construed as preventing the ventilation of the before
mentioned compartments into any oth^er inner or lot line ?ourt.
< ‘ SECTION 19. Compulsory Fixtures: That every house having n
sewer either in frnot, side or rear, designed to drain the same, must

the house drainage system, or house sewer, with the roof gutters or
any other channels for the conveyance df drain water.
SECTION 23. Permits for Connections to Storm Sewer: That per-
mits must be obtained and inspections made for all connections to
storm sewers.
SECTION 24. The Plumbing.Inspector of the^city be, and is here-
by given police power with authority to enter any and all buildings
and place* within the city limits for the purpose of Inspecting plumb-
r ■ lng« drainage and ventilation already constructed, or in the course of
construction, repair or alteration, and in all cases where the Plumbing

age of grain, express houses, freight houses, storage and warehouses,
all classes ot mills, factories, livery stables, garages, hotels, hospitals,
auditoriums, laundries, churches, theatres, moving picture shows, ma-
chine shops, buildings used for storing gasoline and other readily in-
flammable materials and all classes of printing press buildings within
the corporate limits of the City of Henderson.
E. All motof wiring in any building where the motor is one-half
horse jjower or more the conduit of which shall in every case come
fldsh with the terminal side of the motor and be equipped with an
Approved fitting.
' F. Rigid Conduit will be required on all Installations and shall
be continuous from entrance to main line switch and from main line
■witch to distributing cabinet and continuous to all openings. (
G. All supply wiring for electric signs.
H. All conduits installed in underground work, ice boxes and re-
frigerating plants must be in rigid sheraduct or galvanized conduit and
and lead covered wire pulled in.
I. All electric wiring for inside decorative lighting and display
windows, provided, however, the City Electrician may grant permis-
sion for a period not exceeding ten days for temporary
display lighting to be Installed With open wiring; after
such installation shall be removed.
SECTION 14
Outside of the fire district approved knob and
ible conduit installations will be permitted except in public buildings.
All services to meter switches shall be installed in rigid iron conduit.
B. All bath room, basement and private garage lights must be
ceiling fixtures and controlled by wall switches. All kitchen, bath-
room, basement and private garage bracket fixtures must be of non-
conducting material and bo controlled by wall switches or use of
grounded fixtures at direction of inspector. This section does not in-
clude living rooms over or in private garages, excepting that rules ap-
plying to bath rooms and kitchens shall apply.
C. AH current consuming openings, installed on main celling to be
used for general illumination in store rooms must not be more than six
openings to the circuit. ,
D. In no case shall there be more than twelve current consuming
openings allowed on any one circuit in other classes of Installation.
E. Panel Board shall be required on all conduit installations of
four or mor circuits.
All electric ranges and heating devices consuming more than<
■2,000 watts must be .wired in rigid iron conduit and extended from
switch box into device, excepting that Greenfield flexible conduit may
be used not to exceed 18 Inches. Such electric ranges and heating de-
vices to be controlled by approved externally operated switches.
SECTION 15
That the rules and regulations of the National Board of Fire Un-
derwriters, embodied in its “National Electrical Code” published in
1925, and such subsequent codes, amendments and supplements of said
Natioal Board of Fire Underwriters may hereafter adopt are hereby
adopted as the rules and regulations to govern and to be observed and
followed in all electrical wiring and in all construction, Installation,
repair, alteration, operation and maintenance of electrical wiring work,
apparatus, and fixtures except as otherwise especially provided in sec-
tions of this ordinance and the same are hereby made a part of this
ordinance as fully and to the same extent as •if copied herein in full.
That any printed book entitled “National Electrical Code,” containing
the regulations of the National Board of Fire Underwriters for elec-
trical wiring ahd apparatus recommended by the National Fire Pro-
tection Association for the Year 1925 or for any subsequent year and
all books {containing supplements or amendments to such code which
purport on their face to be the rules and requirements of the National
Board of Fire Underwriters governing such matters, shall be admitted
in evidence with th* same force and effect as the original rules and
regulations without other or further proof and the interpretations of
■uoh code by the City Electrician shall be final and conclusive.
SECTION 16
The terms of thia ordinance shall not be construed to operate
against any electrical contract or contracts which maye have be* J
entered into under the existing ordinance if the performance of the
work under such contract or contracts has been undertaken and are
unfinished at the time of the taking effect of this ordinance if the
work thereunder is done in accordance with the provisions of the or-
dinance in force at the time such contract was entered into.
SECTION IT
That any person, firm or corporation who shaW violate any of the
provisions of this ordinance or who shall fail to comply with th* re-
quirements of this ordinance or of the Electrical Code, hereby adopted
shall b* deemed guilty of a misdemeanor, and upon conviction shall
be fined in any sum not exceeding two hundred ($200.00) Dollars, and
each and every day's continuance of any violation of th* provisions
, _ of this ordinanc* shall constitute and b* deemed a separate offense.

SECTION 26. Bad faith or unreasonable delay in plumbing work
shall be deemed a sufficient reason for subjecting the plumber so of-
fendlng to a suspension Of his license, and every plumber shall be held
responsible for the violation of these regulations by mechanics, labor-
ers and helpers employed by him as well as mechanics, laborers and
helpers themselves. it
SECTION 27. Penalty: Any person who puts in, or any person
who refuses or willfully neglects to comply with this ordinance shall,
uppn conviction before any court of competent jurisdiction, be fined
not less than twenty ($20.09) nor more than one hundred dollars
($100.00) for each and every offense, and in default of payment of
•aid fine, shall be ordered to work out same on the streets and alleys
or other public works of the City of Henderson at the rate of one dol-
lar par day for each day of labor performed, and aald person doing
the work contrary to this ordinance shall re-arrange the work in ac-
cordance with the ordinance, except in case* where the City Council
■uepends this ordinance. y
SECTION 28. Conflicting Ordinances: All ordinances and parts
ordlnanoee in coflict herewith are hereby repealed.
SECTION 28. If any of the provisions of this ordinance shall be
held invalid, it is hereby provided that all other provisions of the same

trough or other urinal, constructed of non-absorbent material approved
by the Inspector. If enameled iron urinal trough is used, it ahall be

E. Urinal Traps, Wasets, Size of: Urinal traps for single urinals
shall not be less than inches in diameter, two feet of trough space

in the City of Henderson; Regulating the Way and Manner in
Which Electrical Wires snd Apparatus Shall Be Installed in the
City of Henderson: Providing for the Issuance of License and Per-
mits; Providing tor Fees to be Charged for Doing of Such Work;
Adopting the Rules and Regulations of the National Board of Un-
derwriters Embodied in Its National Electric Code; Providing for
the Examination and Licensing of Motion Picture Operators: Re-
pealing of All Ordinances and Parts of Ordinances in Conflict
Herewitli, Providing Penalties for the Violation Thereof and De-
claring an Emergency.
BE IT ORDAINED BY TVIE CITY COUNCIL OF THE CITY OF HEN-
DERSON, TEXAS: \ ’
''SECTION 1
1. That there is hereby created the office of City Electrical In-
spector, who shall be appointed by the City Mayor and such appoint-
ment confirmed by the City Council and shall receive such compen-
sation as shall be provided by said Council. That the City Electrician
and his assistants, he, and they are hereby authorized, empowered; and
directed to regulate and supervise generally all electrical apparatus
and machinej-y, and the stringing, placing and attaching of electric
lights, and power, telephone, telegraph, radio aerials and btheh electrical
wires of any nature whatsoever now or hereafter placed, in and in
any manner directly attached to any building or any tent ori similar
structure in the City of Henderson, and to inspect and relnspect all
such electrical apparatus, machinery, and wires which they consider
to be of sufficient importanc-e or hazard to require such inspection, so
as -to prevent fires, accidents or injuries to persons or property, and
to cause all such electrical apparatus, machinery and- wires to be so
constructed, placed, supported and guarded as not to cause fire or ac-
cident or endanger life or property; and any and all such electrical
apparatus, machinery and wires now existing or hereafter placed shall
be subject to such inspection and supervision. The said City Elec-
trician and assistants are hereby vested with full authority to enter
any building or premises and any manhole, subway or plant at any
time in the discharge of their duties and to pass upon and decide any
question arising under the provisions of this ordinance or any ordi-
nances that may be hereafter passed, relatives to the manner of con-
struction or the materials and devices to be used in erection, alter-
ation or repairs of any electrical apparatus, machinery, wires or ma-
terial. f
