WfASHINGTON—(NEA)—It is very easy-to be led astray by wishful

the government of Yugoslavia. Diplony^ic relations have not been
brqkfn. On the contrary, within the past weeks Yugoslav Foreign
Miaiater Stanoje Simitch was in Warsaw at a conference called by
Molotov to work out plans for opposing Allied unification of western
Germany.
WHERE the trouble lies is entirely within the world Communist
movement. The blast against Tito was issued by the Cumin-
form—the Communist Information Bureau set 4ip in Belgrade last
Octqftr. Communist parties from nine-countries took pert—France
and Italy included. Their purpose. wa&Jo fight the -so-called "U. S.
expansion and aggression in military, strategic, economic and ideolog-
ical spheres." Reul target was the Marshall Plan.
American observers have been unable to find that Tito has hack-
slid on this. In September, 1947, Yugoslavia signed a four-year,
f 100,000,000 trade agreement with British.and U. S. zones in Ger-
many, but this has been a barter deal of mutual advantage.
Tito has had difficulties in carrying out his five-year, $3,000,000,000
leconetruction plan. Russian promises to help have not been carried
out in full and he has had to look elsewhere. Last January, for in-
stance, Yugoslavia asked the World Bank tor a $300,000,000 loan. It
was not grunted, but the mere application* Would too* doubt be con-
sidered heresy by the Russians, who ^re not bank members.
TN 1945 Yugoslavia and the USSR signed a 20-year treaty of friend-
* ship which has not been breached. -Next year Yugoslavia signed
another agreement to' let the Russians rift""W Yugoslav war indus-
tries and re-equip her army. In 1947 there was a barter treaty. Texts
-of none of these treaties has been made public, so it is impossible to
fcndW how they have been carried out.
One of the first Cominform charges against' Tito is that his gov-
ernment showed "an undignified policy of underestimating Soviet
military specialists." . . . Soviet specialists were put under guard.
Other complaints are political and eccuaUcJ- Normally Yugoslavia
produces enough food for its own use and a surplus for export. Last
year Tito "loaned" 30,000 tons of Rumania and Hungary,
then asked the U. S. for relief. The U. S. replied that Yugoslavia
didn't need wheat, but did send 50,000 tons of surplus potatoes.
If Yugoslavia is long on tifcd this yeafrigg peasants must be pro-
ducing. One of the Cominfoim charges.is that.these peasants are not
jNeoperly communized, but are allowed to- jiwj! land, hiFe labor, sell
crops. This is about as specific as any of~the charges get to prove
that Tito is leaning toward the west.
Most of the complaint against Tito is - international Communist
politics which only a highly skilled mechanic on Cominform ideologi-
cal machinery can understand'. But when taken apart, it shows little
real evidence that Tito has reformed in any way,- A* his own reply to
charges indicates, his principal aim is to establish a completely so-
• jdalized regime in Yugoslavia, not a democracy.
