Q. When a man is killed in action
in the present war, are his children
and widow entitled to pension even
though the man and wife had been
separated some time before he en-
tered the Army?
A. The minor children of such a
veteran are entitled to a death pen-
sion and so is the widow, if unmar-
ried, provided she lived continuous-
ly with him to the date of death, ex-
cept where the separation was due to
misconduct of, or procured by the
person who served, without any fault
of the widow.
~Q. Is it necessary to obtain the
consent of the Veterans Administra-
tion to make changes in plan of spec-
ifications or substitutes after a con-
struction loan has been guaranteed?
A. Minor changes may be made in
the plans and specifications or sub-
stitutions of material of substantially
equal quality as the creditor, debtor
and contractor may agree if the same
are not of major character and in the
aggregate do not increase or decrease
the cost more than 5% of the con-
tract price.
Q. Is adequate provision made to
protect a serviceman from want and
financial embarrassment while read-
justing to civil life?
A. This problem is met by the pro-
viding of mustering out pay and re-
adjustment allowances. The return-
ing serviceman is paid $100 muster-
ing out pay when he leaves service.
If he has served more than sixty days
he is paid an additional $100 the fol-
lowing month. If he has served over-
seas he will be paid still another
$100 the next month. In addition to

tain suitable employment upon prop-
er application, he may be paid $20
per week while unemployed or the
difference between his net earning
and $100 per month if he is self em-
ployed. The length of time this re-
adjustment allowance may be paid is
based on the period of service.
Q. Why should a veteran keep his
National Service Life Insurance in
force?
A. He should keep all of it he can
pay for because: (1) Many veterans
are unable to obtain other insurance
because of disability; (2) there are
no travel or occupational restrictions;
(3) it has the financial strength of
the United States Government be-
hind it; (4) it eliminates much over-
head expense and therefore, provides
assured protection at minimum cost.
Q. Can' a veteran borrow money
from the Veterans Administration to
tide him over the period between dis-
charge and the time his disability
claim is adjudicated?
A. No provisions are made under
the law for the Veterans Administra-
tion to make such a loan, however,
the American Red Cross will make
loans to help servicemen over
period.
Q. Will the illegitimate child of a
veteran share equally with other
children as a beneficiary of National
Life Insurance if none are named as
beneficiary?
A. No. A stepchild or an illegiti-
mate child cannot be paid benefits
under an insurance policy unless
specifically designated as a benefi-
ciary.
AUSTIN. — Another sharp cut in
average payments of old-age assist-
ance this month was announced
Monday by John H. Winters, director
of the Department of Public Welfare.
Mounting rolls with no additional
income, he said, will cut the average
payment by $2.30 to $23.43. Pension
rolls gained a net of 732 recipients in
July, he reported, bringing the total
to $185,258. Last month the cut was
$2.
There were 2,213 persons added to
the rolls last month, but death re-
moved 929 and 552 applicants were
found to be ineligible. Applications
averaged 650 a week.
Payments went down as the rolls
went up because of the state’s $2,-
200,000 monthly limit for assistance
and administration, with federal
funds matching state money for pen-
sions.
Some relief is in prospect because
of the recently passed federal act in-
creasing the percentage of federal
aid, but its first effect will not be
obtained until October. Generally it
will amount to an increase of $5 a
pensioner.
The continuing gain in the number
of pensioners is such that some pen-
sion officials fear the increase will be
sufficient only to/ offset the payment
decreases that will be necessary in
the interim.
SHERMAN. — Fifty-seven divorce
suits were filed during July in Fif-
teenth District Court, a decrease of
14 from the June record of 74.
Of the 691 civil cases filed this
year, 463 have been divorce suits. Di-
vorce and annulment suits disposed
j of during the year, either through
grand or dismissal, totaled 272.
July marriage licenses issued by
Grayson County clerk totaled 163,
bringing the 1946 total to 1,021
