is a prominent stockman and special-

at least, equal to the very best he has

It is a well known fact among med _________,

characteristics ot influenza is that it
recurs in cycles, and with each re-
turn records a heavy mortality. In
each cyclic outbreak tn the past Hie
disease lias reappeared in the full
and winter for from one to three
years following lhe initial outbreak.
The great epidemic of 1889 was fol-
lowed by outbreaks in the fall and
winter for three years following, ami
with an increasing mortality rate
each year. The sama history is re-
corded of epidemics of influenza in
Europe, and in fact as far back us
we have been able to gather statis-
tics, each initial outbreak of influ-
enza has been followed by recur-
rences in the next two or three years
following. Since it is well known
that history repeats itself, we may
reasonably expected a recurrence of
this dreadful disease this full and
winter, with a high mortality, espe-
cially from pneumonia.
1 cannot predict with certainty
that we will have another epidemic
of influenza this fall and winter, but
I can with certainty say that if we
do not, the history of epidemics of
influenza in the past, will not holil
good for the futures*

of criminal to take no stops to pro-
tect the public against a possible re-
currence of last season's devastation.
Based on Incomplete statistics from
rural and urban reports, it is esti-
mated that there wore approximately
450,000 deaths from influenza in the
United States and approximately 25,-
000 tn Texas, from the recent epi-
demic.- The epidemic last year which
swept over the country with hurri-
cane like rapidity, found the country
depleted of its doctors and nurses,
many counties having neither.. At
tills time most of them have been re-
leased from the army and have come
back to us rich tn experience and
trained in public health work.
The excessively heavy rains this
year have caused an unusually heavy
growth of vegetation which is appar-
ent not only In the small villages and
towns, but even in places in our larg-
est cities: while pools of stagnant
water, and litters of garbage are to
be seen in far too many places.
I am now calling upon you to be-
gin an active campaign in anticipa-
tion of a possible recurrence of in-
fluenza, and as a matter of civic
pride and health protection in gen-
eral.
In every village, town and city,
health boards should be organized, or
rejuvenated, where they already ex-
ist, and "CLEAN-UP CAMPAIGNS"
put on, and every possible means tak-
