Bronnan Seeks to Help Small
FarmsWithout 'Plowing Under'
BY PKTCB EDSON
NEA Waahlngton Carrea an4enl
W'ASHINCTON—(NEA)—Deportment of Agriculture'* Commodity
Credit Corporation now has on hand vaM quantities of surplus
potato?*, lined vi?g< and dned milk It has bought these surpluaea ax
leqmied by the Aiken-Hope farm bill of 194>. The purpose was to
support tn« price ol current farm production CCC is probably ituck
Witt, these surpluses Nobody wants to buy <hem at any price ,
Being pei i<-hable«. the eggs and milk, in pavtirular, have to be
dried—at extra cost—to preset\e them tor a year or 18 months But
esentually they will have to be made intu fertilizer or dumped in
the ocean The loss to the government may reach hall a billion
dollars That is only the beginning.
A great big surplus of pork is building up Under the law, CCC
uill hate to step in and buy this surplus so as to keep the price of
piB-s from falling below the suppoit level. Some $75,000,000 has
idi r«dv been set aside for this pork buying.
CCC can buy either hogs or Anished«ham. bacon, sausage and lard.
WhaU\ei it buys it nui:.i keep. That means either looking for tre-
lUttidou. teed pens.and buying feed, oi else renting more cold storage
'pare than i<- available Poik doern't keep very well, either, so most
ol it may eventually be jumped It should create not only a great
sr.iell, but m scream and a scandal Instead of plow ing under little
pifts it would plow under pork chops.
These two predicaments point to the immediate need for revising
the present farm legislation and stopping all such nonsense One sug«
ration has been to revive the old food stamp plan of depression days.
That would pel nut surplus grocenes to be sold to pooier people below
open market prices. Cost ol such a stamp plan today has been e ti«
mated at around $2,OOO,(>0O.iKH) a year. The farmers would get ball
ti this. Wholesalers and retailers would get half.
AN alternative to this is Serietaiy of Agurulture Charles F Bran-
nan's contioveisial new farm plan It would intioduce a "prodwc*
lion payment '—which i- a polite name foi a farm subsidy
Seuet.iry Bi.innan and hi* experts have ms yet nwtde no estimates
of vhat their plan would cost Tnev think it would be ie>« than the
pie.sriit parity juice Mippoit scheme They think it would do a lot
of othci good thing*, too
The idea now is to let the Ui mei > keep on producing and to let
the market price jerk Its natuial le.el Then give the taimers their
IfTcidui 'ion payment to lepreserit the difference between the market
puce and a calculated, 10-year avei„ge "suppoit staridaid pi ice "
This new plan.will work a good bit like the pi cent paiity price
system on rioii-penshubles like cotton, wheat and corn They can be
rtuied and it is considtied a good idea to have laige suiplus carry-
overs Tin* insuies adequate supplies for wai or tittier emergency, Ol
when theie is a ciop failure like the 1R47 corn crop
IT is claimed tlwt by this plan farmers wont be forced to sell when
price' begin to fall Thi- will contribute to a .noie stable market
It will alo conti itAite t<. higher-quality pioduction It u also claimed
hat by cieating a suppart standaid minimum pnee on meat ammals,
tie Bi annan plan w ill conn ibote to the conversion of U S agriculture
n.'ii a cotton alal giain economy to j*u>i
Irit Biannar, plan woidd retain tt present law'-, provisions mi
narketing ,igieeirents and pioduction quoia< li tv\o-tiiuds of the
armers vote for it, iftifate aiid otfiei limitation^ may be imposed
such limits aie new in effect on tobacco and peanut- When produc-
'ion limits aie in effect, no price susipmt pi<41 am is necessary
The Biannan plan would also intioalucc anothei quota factor It
vculd limit its support standard to the tauneis' hi^t l uo " coin para-
ue units' ol pi^iductiun A cornpalalive unit 1* 10 bushels ol coin,
I busf.el of wheat SO pound* ol cotton 01 an equivalent.
