Even accidents in this country are standardized, one
occurs every six minutes. Our PRICES are not accidents
—they occur constantly.
Governor-General Wood came on
the heeU of; the Wood-Forbes re-
port and, the 'Filipinos anticipated
severe actions on his part. As a
matter of fact there was little or
no severity but instead of a con-
siderable amount of leniency
Wherever decisions had to be made.
Yet a variety of factors combined
■ to make friction between General
Wood and the Filipino leaders and
the general public both here and
in the United States undoubtedly
got the impression that General 1
Wood was acting with severity.
Tact has been the outstanding
feature of the Stimson program.
Wherever it was possible to do so,
the new Governor-General has giv- ~
en the Filipino leaders a chance to
"make face"; and the latest and
greatest of these moves was the
revival of the name of Harrison’s
Council of State., , ®
Governor-General Stimson seems '/
pleased, the Filipino chiefs sieem 1

new hook-ups have proved work-
able at, all points.
