During the last two years he has . Th®
been able to revise and wtap his *“
bill Into shape tor consideration lust
before Congress was ctoatog and
twice he has run into sensational
filibusters staged by his old op-
ponent. Senator Hsory L. Ashurst
of the adjoining state of Ariatma.
Bp parliamentary rums Ashurst
and his association* have bean able
to prevent Johnson’s bill from com-
ing to * vote, believing that the
bill would be passed ta balloting.
A.. XJj'.EtTmu.toto,
last May, it was agreed Johnson’s
bill should have priority at this
seMdon of Congress and when the
Senate met last Monday <
It found the 20-year-old problem
still before it, this time in a posi-
tion where It must be mat toy some
other objections than a fltebuster,
if it is to be kept from adoption
The vision the bill contemplates
is as dramatic as the long legisla-
tive battle which ha* mrrounded
it. The Colorado is a treacherous
stream. It rushes down^ftom the
Rockies ta Wyoming, trails across
Colorado and digs itself sometimes
a mile deep ta the down hills of
Ariaona. Prom the Orari Canyon
its tlreteas waters rush along the
border line of Ariaona and Nevada
into Boulder Canyon aqd Black
Canyon. 30 mites apart and both a
hundred or more mites from a rail-
road. At either of these two crev-
ices is where the dam Is proposed.
Flaod Meaase
Prom the dam sites tt goes south-
ward to create new and more seri-
ous problems ta the UrptrtaL Val-
ley of California and MOiflco before
its final force is spent ta the Pa-
cific. There upon occasions it over-
flows its banks and threatens , to
wipe out prosperous oommimiteos.
rich fruit groves and fertile farms
which are fed by the river when It
is normal. This flood menace is ad-
vanced as one of the primary ob-
jects of the legislation. Even op-
ponents of the bill concede there to
a menace and they have offered g
counter proposal that a small flood
control dam be built instead of the
gigantic structure Johnson con-
These groves and farms receive
theta- water through a canal which
now runs 80 miles through Mexican
territory and ssttton there are fear-
ful of what might happen should
trouble with Mexico ever arise.
Johnson's all-American canal will
keep the canal entirely on Amer-
ican sotl.
Behind the dam would be bunt a
reservoir impounding 26,000,000
acre feet water which would be re-
leased in little creeks screes the
desert to spots where fertile farms
might grow in the future.
As far back as 1920. Oongresa, toy
the Klnca’d Act, directed an in-
vestigation of the river and a move-
ment was instluted to get the sev-
en states touched by the river to
agree upon a division of ths wa-
ters. No definite success was met
with until 1922 when commission-
ers of the states met with Oeere-
tary of Commerce Hoover, now
President-elect, at Santa Fe, New
Mexico. There a compact was sign-
til. but Arizona refused to ratify
the compact. All the other states
did. Arizona's refusal held up the
agreement and her representatives
in Congress held up the leg Nister..
Now the situation has besp Bir-
ther complicated toy an investipte-
tion undertaken last Bummer bp a
commission of engineering experts.
