the office of the City Secretary until
6 o’clock p. m. Thursday, April 1st,
1909, and opened at the first regular
or special Commissioners’ meeting
thereafter, for furnishing and deliver-
ing to the City of Galveston approxi-
mately 6244 cubic yards of sand* filling
for raising the grade of block No. 340,
in ,said city of Galveston, Texas, in ac-
cordance with specifications therefor
prepared by the City Engineer, which
can be obtained by application to his
office in City Hall, Galveston, Texas.
All proposals must be submitted in
duplicate and accompanied by a certi-
fied check payable to the order of the
City Secretary in the sum of five per

The high pressure area has incrifesed
in energy and extent and now covers
the greater portion of the United
States. Snow is falling over the Rocky
mountain slope south to the Texas Pan-
handle and it is raining in Oklahoma.
The barometric depression that covered
the southern plateau region yesterday
has moved southeast to the lower Rio
Grande valley and has increased some-
what in energy. In consequence
this, northeast storm warnings
displayed on the Texas coast at 8.30 a.
Temperature changes have not been
pronounced, although it is colder in the
southeast and light to heavy frosts oc-
curred in the eastern cotton belt. In

from Victoria brought the information
that the residents of that section were
praying for rain. It is very evident
that the prayers are likely to be an-
swered, for the weather reports re-
ceived this morning by Acting Section
Director Stewart of the weather bureau
indicate that it is more than probable
that rain will fall in that section to-
day or tonight.
The map this morning shows a very
interesting weather story. A high pres-
sure attended by colder weather over-
laps the entire Rocky Mountain slope
extending into the Panhandle of Texas
and which registers 30.40. This high is
bringing colder weather and frosts will
very likely occur at its southern
tremity.
Yesterday’s map showed a low or
storm center over the plateau and to-
flay’s reports indicate that it has moved
southeast and is now central over the
Rio Grande valley. The presence of
this low in this locality is creating
rather strong northeast winds off the
Texas coas^ and this morning shortly
after 9 o’clock storm warnings were
ordered up as a notice to fishing boats
and other small craft which might be
intending to put out to sea. These
warnings are not intended for the peo-
ple on land, for the winds which are
probable to be influenced by this low
would only be dangerous to small ves-
sels.
The presence of this low looks like a
God-send to the people of the middle
coast country, where rain is neded the
worst way. The movement of this low
is inclined toward the northeast and it
is attended by heavy precipitation
which will give the country where they
have been praying for rain a needed
drenching.
