Enters Plea of Not Guilty to Charge of
Kidnaping.

Mercer, Pa., March 31.—Helen Boyle,
wife of James Boyle, ■ the alleged, kid-
naper of Willie Whitla, was arraigned
before Justice McClain here today
charged with kidnaping. She entered
a plea of guilts’- and was held for ac-
tion of the grand jury in the sum of
twenty-five thousand dollars bail.

meeting of the national council of the
General Federation of Women’s'Clubs
opened in this city today with a large
ahd representative attendance of mem-
bers and other visitors. The session
was opened in Elks’ Hall at 10 o’clock
this morning with prayer by Bishop-
Johnston. Addresses of welcome and
responses were followed by committee
reports and other routine business.

Naples, March 31.—Local newspapers
announce that the Duke of Aosta will
give a dinner on the night of April 4
in honor of Theodore Roosevelt. The
agent of the East African line of
steamers has, been notified that the
Italian government is ready to waive
the collection of the harbor dues at
Messina for the steamer Admiral if
Roosevelt wishes to stop there and
visit the earthquake ruins.

Depver, Colo., March 31.—If E. H.
Harriman could have his way, he would
bring all the railroads of America un-
der one head and begin immediately
spending $250,000,000 or $300,000,000 on
improvements of the weaker roads,
both physically and financially. In this
way, he said, he believes he could do
the greatest good for the government,
the people generally, to shippers indi-
vidually, and. finally, to the owners of
railroad stocks.
Mr. Harriman, who passed two hours
in Denver yesterday, on his way East,
said in an informal talk at the cham-
ber of commerce:
“If we could, we would throw our
cloak over weaker lines throughout the
country and begin immediately the ex-
nenditure of between $250,000,000 and
$300,000,000 to improve them. It ought
to be done at once, and I think I can

Company Formed by Capt. R. L. Betti-
son is Now a Corporation.
Articles of incorporation were re-
ceived this week from Austin for the
Tarpon Fishing club, the company
which is now engaged in erecting on
the north jetties a modern fishing pier
and which will be in shape to handle
the spring business. The incorporators
are R. L. Bettison, A. J. Rosenthal and
S. G. Collins, the capital stock being
$12,000. Capt. Bettison stated this
morning that the new boat, the Clif-
ton, is now ready to receive the en-
gines and that the work on the pier
is progressing rapidly.

Washington, D. C., March 31.—Over a
week o^ solid debate in the house on
the Payne tariff bill' failed to throw a
shadow- that would give a hint as to
when the bill will become a law. Nearly
all the speeches delivered were of an
academic character, and while
were very interesting, most of
were from the standpoint of the local-'
ity represented by the member, i. e.,
tariff revision or straightout protection.
Very few speeches, indeed, gave any
light on the amount of revenue the
Payne bill is expected to yield. The Re-
publican members who spoke last week
made it clear that there are a number
• of schedules in the Payne bill that
do not meet theft- approval. This feel-
ing has been so pronounced tlfkt Mr.
Payne has been unable to give any idea
just when he will get a vote on his
bill.
It is believed that the members op-
posed to free hides and to the reduc-
tion on lumber will be strong enough
to secure a vote on these two propo-
sitions, and it may be that the friends
of lurriber and hides will prove strong
enough to put the duty' back on hides
and leave lumber as itjs in the exist-
ing law. If this is done in the house
it will be a body blow to Payne; but
yhether or not the house stands by
Payne it is almost a moral certainty
that the senate will restore the duty
on hides and also on lumber,

Important Addition to Sandcrab Team
Came This Morning.
Outfield Bradley, known as “Mother”
Bradley, one of the latest additions to
the Galveston baseball team, arrived in
the city this morning, having come
from California.
Bradley left Los Angeles some time
ago, but ran into a railroad wreck and
was delayed several days on the road.
In the pink of condition, occasioned by
the fact that he has been playing ball
all winter, he will be ready to don a
uniform at once.
Several more of the players are on
the sick list, and yesterday Warner
was unable to pull off a game between
the regulars and the colts, but will
do so tomorrow. This game will be
a tryout for position as to who will go
to Houston Saturday and Sunday and
take part in the games with the Buf-
faloes.
Slater is working down to form and
appears to be in good shape for the
season’s work.
Will Close Saturdays.
A meeting of the officials . of the
county courthouse was held this morn-
ing, and it was decided that commen-
cing with the first Saturday in the
month of April all offices in the build-
ing would close promptly at 1 o’clock.
This is a rule which has been fol-
lowed by the Galveston county offi-
cials fob several years, and is done
for the purpose of -giving the men a
half day to prepare for Sunday,' go
fishing, attend ball games and other
forms of recreation.

Up to noon today no word had been
received from Gov. Campbell regard-
ing the proposed execution of Edmund
Shelton, which is set for tomorrow.
The death warrant is now in the hands
of the sheriff and it will be executed
sometime tomorrow between the hours
of 11 a. m. and sundown, unless
stay is granted by his excellency.
Last night Sheriff Thomas placed
the death watch over the condemned
man, and today there .was ordered for
him from a Galveston clothing house
a neat suit of black clothes, which he
will wear when the execution takes:

effect that Shelton has not as yet giv-
hopes, but he is preparing for
which he states, he will meet
like a man. He eats.well, arid last night
slept the greater portion of the usual
hours and while he is naturally a trifle
nervous he is showing a wonderful

been thoroughly tested in every way,
and unless word is received from Gov.
Campbell with instructions to the con-
trary the court’s order will be metted
out to the negro as soon after the hour
set as is possible to arrange it.
