Forty Manufacturers Plan to Make An-
other Raise.

Appleton, Wis., Sept. 1.—Forty paper
manufacturers, representing practic-
ally every company in Wisconsin, Min-
nesota and Michigan, gave a banquet
here last night in honor of G. Frank
Steele of Port Edwards, special repre-
sentative of the paper interests at
Washington during the tariff bill fight.
It is said they discussed an increase in
.the price of print paper in the near
future. One manufacturer admitted
that print paper prices would stiffen
soon, but would not say that uniform
action would be taken.

Detroit, Sept. 1.—Changes decidedly
revolutionary in character are neces-
sary" to prevent unnecessary costs and
delay in litigation, according to a re-
port submitted Thursday at the con-
vention of the American Bar asso-
ciation. The report was made by a
committee appointed two years ago to
make a general investigation and re-
medial suggestions.
“The whole judicial power Of each
State,” says the report, “at least for
civil causes, should be vested in one
great court, of which all tribunals
should be branches, departments of di-
visions. 7“
judicial administration of this court
should be thoroughly organized so aS to
prevent not merely waste of judicial
power, but all needless clerical work,
duplication of paper's and records and
the like, thus obviating expense to liti-
gants and cost to the public.
'“This court should have throe chief
branches—a county court, including
municipal Courts, a superior court of
first instance and a single ultimate
court of appeal All judges should be
judges of the whole court assigned to
Some branch or locality, but eligible
and liable to sit in any other branch
when called upon to do so.
“Superintendent of the business ad-
ministration of the whole court should
be committed to some higher Official Of
the court who would be responsible for
failure to utilize the judicial power Or
the state effectively.”

New York, Sept. 1.—Followers here
of the school of philosophy advocated
by Ferdinand Piney Earle and friends
of the New York artist, today declared
, the friendship between Earle and Miss
Gertrude Buell Dunn, with whom he
was reported to be traveling in Eu-
rope, was absolutely of a platonic na-
ture.
It, is purely a “union of souls,” they

relations approaching marriage.
Ferdinand Piney Earle came into no-
toriety in' 1907, when he and his first
wife, who was Miss Eisbacher, agreed
that theif souls were not in tune. Mrs.
Earle obtained a divorce and the ar-
tist married Miss Julia Kuttner, a
young settlement worker, who had
been living at a house in Monro® be-
fore he and his wife separated. Mrs
Kuttner Earle is now suing him for
divorce on the grounds that he was
never properly divorced from his first
wife.

French Amnwment Purveyors Seek
Eliminate Foreign Competition.
Paris, Sept. 1.—The syndicate agita-
tion never drew together a livelier as-
sembly than that which gathered at
the Cafe des Varieties to inaugurate a
movement, for a theatrical danders’
union. This is intended to be a ilew
branch of the federation Generale des
Spectacles, which already Comprises
thre® unions—those of the orchestra,
the chorus and the machinists.
“There is need.” declared a lively
lady, who announced herself as a can-
didate for the presidency of the new
organization, “of a union among the
hardest worked and poorest paid mem-
bers of the profession.”
The people gathered at the Cafe des
Varieties, however, looked neither
tired, starved nor impoverished, as
they chattered joyously and swished
about magnificently.
M. Provost, the secretary of the Fed-
eration Generale, forbade photogra-
phers to immortalize the scene, say-
ing that it would cost the dancers their
positions, but after the adjournment
many remained to show their willing-
ness to defy the tyrants and gratify
the public curiosity for photographs,
Which were accordingly duly made.

posed to be convinced that the dawn
of a revolution was breaking, it Is

will seriously affect the managers.
Representatives of the ballet of the
opera, the Chatelet, and dancers of va-
rious theaters participated. The ob-
jects sought were the elimination of
foreign competition, chiefly Italian;
higher pay based on a recognition of
an apprenticeship of long period, and
of earning power.

ruso’s Rival.

sa, a young Spaniard, who by many
persons has been acclaimed Caruso’s
rival as the leading operatic singer,
made his first appearance in America
at the Manhattan Opera House in
“Aida” last night. Carasa’s voice
proved fresh and delightful in quality
and he sang with fine expression. As
Rhadames he displayed a fine stage
presence and much histrionic ability.
Mme. Alice Baron, an American, was
the Aida, and her artistic work $von
her several encores.
