Admission day festival, which is ex-
pected to keep San Francisco and vi-
cinity in a whirl of gayety during the
rest of this week, was formally opened
today with the coronation of the car-
nival queen. Parades, illuminations,
concerts, athletic sports and numerous
other attractions have been arranged
for the entertainment of the thou-
sands of visitors who fill the city.

Noted Painter Is Gradually Regaining
His Strength at Newport.

New York, Sept. 8.—John Lafarge,
the painter who has been ill for sev-
eral months, is gradually regaining his
strength at Newport, and expects to re?
turn to this city in about two weeks,
when he will devote himself to mak-
ing cartoons for several stained glass
windows. He will resume his work at
the same studio where he has been for
50 years. Mr. Lafarge is now 75 years
of age.

Newport News, Va., Sept. 8.—A re-
port has reached here from Old Point
Comfort that the battleship North Da-
kota is aground in the lower Chesa-
peake bay with her bunkers afire and
that 75 men were overcome by smoke
and heat. The report can not be con-
firmed here but the North Dakota is
the only one of the Atlantic battleship
fleet not in Hampton Roads. The news
was said to have been flashed to Old
Point Comfort by wireless.
At 2 p. m. a report came by telephone
from Fort Monroe that the North Da-
kota is off the bar with her oil tanks
on fire and that several men had been

American Manufacturers Took
Than Half of Last Year.

Washington, Sept. 8.—Purchases of
Egyptian cotton by American manu-
facturers for the first half of the pres-
ent year are only about half the
amount taken during the correspond-
ing period of last year. The figures of
the foreign trade of Egypt, just re-
ceived from Consul Birch at Alexan-
dria, show that cotton exported to the
United States was only $3,945,012, as
compared with $7,208,733, the same pe-
riod last year.

Austin, Tex. Sept. 8.—Both branches
pf the legislature have recessed until
2.30 this afternoon, when it is expected
the free conference committees on the
penitentiary bill and the bill of lading
bill will probably be ready to report.
Both reports will be adopted and then
the legislature will be ready to ad-
journ sine die. Due to the fact that
it will take almost a day to enroll the
penitentiary bill, the time for final
adjournment will likely be fixed for 10
o’clock tomorrow morning.
The action of the house this morn-
ing instructing the house conferees on
the penitentiary bill to agree that the
terms of the penitentiary commission-
ers shall not begin until Jan. 20, 1911,
when Colquitt will make the appoint-
ments, settled the last 'point of differ-
ence between the house and senate
conferees. This was even more than the
senate had expected. As agreed upon,
the bat has been abolished and the ap-
propriation to be made for carrying
the act into effect carries an appropria-
tion of $200,000 instead of $500,000, as

St. Paul, Minn., Sept. 8.—Possibly
the National Conservation congress,
which by program will continue to-
morrow, may close tonight. President
Baker said he would crowd the pro-
gram as much as possible to this end
and perhaps hold a night session. It
has been a strenuous convention, and
the delegates and visitors want a rest.
The presidenoy is expected to go to
J. B. White of Kansas City, present
chairman of the executive committee.
Gifford Pinchot, who is president of
the National Conservation association,
told his friends that he will not be
candidate.
Members of the resolutions commit-
tee met early today to whip a mass
of recommendations into a platform.

misappropriation of the funds of the
cloakmakers’ union which recently
concluded an agreement with em-
ployers after a strike in which thou-
sands of hands had been forced into
the street, Louis Rosen, secretary of
the union, is under arrest here today,
charged with the larceny of $700 from
the union treasury.

negro and made an eloquent plea for

supremacy. This was sidetracked by
the Looney motion, but taken up again
just before the house recessed, and
adopted, 51 to 34, six present and not
voting.
The house then adopted a resolution

Said That Governor Will Disapprove
New Penitentiary Bill.

Austin, Tex., Sept. 8.—There is a
well-defined rumor going the' rounds
of the house after adjournment today
that Gov. Campbell would veto the
penitentiary bill due to the concession
made by the house this morning in the
question of appointment of the peni-
tentiary commissioners. The governor,
according to one mem.ber of the house,
is quoted as saying that he would dis-
approved the measure should it be
finally passed providing that the com-
missioners shall not be appointed until
Colquitt assumes the reins of govern-

disapproval of the measure. Should he
veto the bill it is not likely he will
reconvene the legislature to enact an-

Austin, Tex., Sept. 8.—The house this
morning instructed its conference
committee to agree to an amendment
to the penitentiary bill providing that
it shall not be effective until Jan. 20,
1911, and striking out any appropria-
tion whatever. Mr. Looney is author
of the motion, which has for its pur-
pose the placing of responsibility of
making an appropriation on the in-
coming administration as well as giv-
ing it the privilege of naming the
prison commissioners.
Mr. Looney, arguing for his motion,

r Jackson, Miss., Sept. 8.—Sensational
■ evidence relative to details of fraudu-
lent methods of the defunct Steele-
i Miller company, cotton factors at Cor-
! inth, Miss., developed during the tak-
ing of depositions in the United States
bankruptcy court here today. The
figures were compiled by Expert Ac-
countant Elliot, showing that the lia- i
I bilities of the firm exceed the assets
by more than $3,000,000, and the work-
ing capital of the Steele-Miller com-
pany did not exceed $10,000, No ef-
fort has been made to ascertain how
far back the series of alleged frauds
perpetrated on European spinners ex-
tend, but it was shown that the
Steele-Miller company entered the new
cotton year Sept. 1, 1909, with a short-
age of 16.300 bales. In other words,
they issued bogus bills of lading for
this amount of cotton that did not
exist. A few weeks later the firm
owed Scheuch of Havre, France, 25,OW
bales of cotton for which bogus bills
of lading had been issued, and then
transferred its business to a firm in
Bremen, to whom it had become in-
volved for 36,000 bales.
At the time of the failure the com-
pany was shipping 24,094 bales of cot-
ton on the steamship Texas from New
Orleans to Havre to

Up to this time the books and evi-
dence adduced fail to show where any
part of the money fraudulently ob-
tained was used or diverted to any
other business than the cotton »narket.
There was no “holdout” that the at-
torneys have been able to discover,
and when the crash came the members
of the firm were left practically pen-
niless. It developde by scrutiny of the
bogus bills of lading that all cotton
described in bogus bills was fully in-
sured and during the season the com-
pany paid out fully $100,000 for fire
insurance on cotton which never ex-
isted.
Attorneys for the creditors are en-
deavoring to force the fire insurance
companies to rebate these premiums.
The hearing at this place will end
today, but probably will be resumed at
a later date at Aberdeen.
