' The overflow-; that cause -;m h se-
rious damage in tlie lower stretches
of the streams mentioned, say from
Austin south on the Colorado River,
and from Waco south on the Brazo;
River, are the results of the heavy
precipitation coming at intervals on
the large watersheds mentioned, and
hl these same sections drouth comes
wiili occasional severity, and the most
serious drouth in, the history of this
State is Just now abating
"It has beetv so relentless that the
stockmen lost more than 5<» per cent
of their herds of livestock, either by
starvation or by the low prices at
which they were compelled to sell on
distressed markets As has been stal-
ed. this was the most severe drouth
in the history of the country, but even
al this time there was precipitation
sufficient to be impounded and con-
served, and the Having that would have!
resulted would easily have run up to
|5t).imo,iHiO. It is held by many who
are interested in tlie question of con-
servation that tlie large bodies of wa-
ter lessen drouth conditions *hy in-
creasing precipitation in tlie sections
contiguous to such large bodies ot
water.
"For the fullest co-operation of the ,
federal government in this reclam-
ation work, the State should express
a definite policy In its statutes, ami
indicate the financial basis on which
development work may be conditioned,
which would, in all probability, be n
basis of r>0-5<>.
"These things being so great nnd so
Important to tlie future development
of the State, it is certainly of the most
supreme Importance) to the entire State,
and I hope the legislature will move
promptly in the matter, as I feel safe
in sifxing that the federal government
wilt do,"
