band performance In the State Re-
gional t-ontest held at Waco last
wavk. They were especially’ proud

the sight reading contest. In the
Solos and ensembles contests no
other band heat them, taking into
consideration the number of pupils
enteritfg these eonti’sts. Out of the
eleven entrances Rowie bandsmen
— took six first divisions and four
— second divisions. In order that
tljeir honors might be understood
the following Is the rating plan
which they were judged.
Rating Plan: The primary pur-
pose of the school music competi
tlon is to serve as a factor in
the educational program" through
tbe direct values, the inspiration
examples and incentives afforded
the young poeple and their teach
ers and directors. Therefore, ad-
judication of participants should
be regarded as means for evatu
atlng the progress and musietil
status of the group or the Individ
nal, rather than a mere comparison
with other participants to secure
an expert opinion of which is
best, which Is second best! and
so on. Therefore, the rating plan
is used and two or three bands
may win first division honors,
provided they make an exceptional
high grade. Rating one might he
