proposing an Amendment to
-• Article Ill of the Constitution of

the State of Texas by the addi-
tion of a new Section to be known
as Section 49-b, creating a Vet-
eran’s Land Board and establish-
ing a Veteran’s Land Fund; pro-
viding for an election and the is-
suance of a proclamation there-
for.
BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS:
Section 1. That Article HI of
the Constitution of the State of
Texas be amended by adding
hereto a new Section to be known
as Section 49-b which shall read
as follows:
'Section 49-b. There is hereby
created a Board to be known as
the Veteran’s Land Board, which
shall be composed of the Gover-
nor, the Attorney General, and
the Commissioner ot tile General
Land Office. The Legislature
shall provide by law for the is-
suance by said Board of not to
exceed Twenty-five Million Dol-
lars ($25,000,000) in bonds or ob-
ligations of the State of Texas for
the purpose of creating a fund to
be known as the Veteran’s Land
Fund. Such bonds shall be execut-
ed by said Board as an obligation
of the State of Texas in such
form, denominations, and upon
such terms as shall be prescribed
by law, provided, however, t.iat
said bonds shall bear a rate of
merest not to exceed three per
.ent (3%) per annum.
“In the sale of any such bonds
j preferential right of purchase
shall be given to the administra-
tors of the various teacher retire-
ment funds, the Permanent Uni-
versity Funds, and the Perman-
nt Free School Funds; such
bonds to be issued only as nesd-
•d. in the ooinion of the Veteran’s
Land Board under legislative au-
uiorization.
“The Veteran’s Land Fund
shall be used by the Board for
the sole puipose of purchasing
ands suitable for the purpose
hereinafter state, situated in this
State (a) owned by the United
States, or any governmental
agency thereof; (b) owned by the
Texas Prison System, or any oth-
er governmental agency of the
State of Texas; or (c) owned by
any person, firm, or corporation.
“AU lands thus purchased shall
be acquired at the lowest price
obtainable, be paid for in cash,
and shall be a part of the Veter-
an’s Land Fund.

Land Fund shall be sold by the
State of Texas to Veterans of the

Sec. 2. The foregoing amend-
ment to the Constitution shall be
submitted to a vote of the quali-
ied electors of this State at the

and all taxes, except gross pro-
duction and ad valorem taxes, on
motor fuels and lubricants used
to propel motor vehicles over
public roadways, shall be used
for the sole purpose of acquiring
rights-of-way, constructing, main-
taining, and policing such public

to issue the necessary proclama-
tion for said election and to have
same published as required by
the Constitution for Amendments
thereto.
